The Western Cape Mobility Department has a career opportunity at salary level 9, to manage the funtional operations with regard to compliance, performance management and capacity building in the SCM environment; render a procurement service for goods and services that incorporates demand, acquisition and contract management. This post is stationed in Cape Town, CBD.
Minimum Requirements
An appropriate 3 year tertiary qualification (B-Degree equivalent or higher) in Supply Chain Management or Financial Management; A minimum of 3 years supervisory experience in a supply chain management working environment.

Supply Chain Management; Procurement and provisioning services; tendering processes; Application of relevant procurement legislation/policies, such as B-BBEE; Preferential Procurement Policy Framework Act and its associated regulations, practice notes, circulars, etc.; Public Service Ant-corruption Strategy; Supply Chain Management Guide to Accounting Officers and Authorities; Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions, financial delegations and best practice in the Public Service; Relevant delegation frameworks, service level agreements, supplier management, contract management, strategic sourcing, departmental policies and procedures, Government financial systems, etc.; Public sector supply chain management models and processes; Strategic sourcing process across broad range of commodities in a Goods and Services environment; Mobility procurement market; Contract management, including legal aspects in supply chain management and ability to draft heads of terms and input to SLA negotiations; SCM AOS and delegations; Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions, Financial delegations and best practice in the Public Service; Accounting, Finance and Audit.
Skills needed:
Computer literacy in MS Office Package (Word, Excel, PowerPoint); Communication (written and verbal); Presentation; Planning and organising; Project Management and problem solving; Ability to work independently and as part of a team; Ability to work under pressure, willingness to work irregular hours and meet tight deadlines.
Remuneration
R 424 104 per annum (Salary level 9)
