Are you a seasoned Public Finance Management expert or an emerging consultant looking for impactful short-term consulting opportunities?Genesis Analytics is expanding its network of independent consultants to support our Public Finance Management (PFM) Service Line within the Human Development Practice. We are seeking both senior and junior consultants to collaborate with us on high-impact projects across Sub-Saharan Africa (SSA) and the Middle East and North Africa (MENA) region.This is not a formal vacancy but an opportunity to join our expert talent pool. Selected professionals will be considered for short-term assignments as opportunities arise.1?? Junior PFM Consultant?? Requirements:

• University degree in economics, finance, public policy, governance, or a related field.
• At least 5 years of experience in public financial management, conducting diagnostics or supporting PFM reforms in SSA or MENA.
• Proven expertise in budgeting, expenditure tagging and tracking, medium-term frameworks, program-based budgeting, treasury, or debt functions.
• Experience in:

? Literature/policy reviews.
? Conducting key informant interviews.
? Analysing and presenting large sets of budget data.
? Identifying trends in spending and performance. * Strong analytical and writing skills with a keen eye for detail.

• Ability to work independently and collaboratively in a remote environment.
• Proficiency in Microsoft Office tools.
• Fluency in English and French (written and spoken) is highly desirable.

2?? Senior PFM Consultant?? Requirements:

• Postgraduate degree in economics, public finance, public policy & administration, or a related field.
• Minimum 10 years of experience in public financial management, including:

? Conducting diagnostics (budget briefs, Public Expenditure Reviews (PER), tagging).
? Providing technical assistance at a country level.
? Developing capacity-building programmes. * Expertise in at least two of the following areas:?? Domestic revenue mobilisation
?? Fiscal potential and space analysis
?? Budget planning and execution
?? Public investment management
?? Debt management
?? Expenditure tagging and tracking
?? IFMIS (Integrated Financial Management Information Systems)
?? Macroeconomics * Demonstrated experience in:? Publishing reports or case studies on expenditure analysis, tax mobilisation strategies, or debt sustainability.
? Providing technical assistance to Ministries of Finance or working with donor-funded programmes.
? Developing and delivering trainings and capacity-building initiatives for governments, donors, and civil society organisations. * Excellent communication, writing, and presentation skills with high analytical rigour.

• Ability to work independently and collaboratively in a remote environment.
