Work Description

The Clinical District Manager is responsible for the effective leading and management of the district team in line with the project objectives, budget and timelines. This includes overseeing, planning, management and implementation of activities by the members of the team, the day-to-day management of all operations and interactions within the project. It will also require providing clinical advice and strategic direction to the support district/s and the appropriate internal stakeholders and external clinical staff. This position requires a deep understanding of the public health system, public health knowledge, quality improvement knowledge and experience, as well as excellent analytical, interpersonal, organizational, communication skills and the ability to exercise own discretion,, and the ability to strengthen good relationships with all internal and external stakeholders.

Technical Work Responsibilities

  • Support the integration of TB/DR TB, HIV and NCDs
  • Conduct TB/DR TB, HIV and NCDs training needs assessments at the health facilities
  • Conduct training related to TB/DRTB, HIV and NCDs management, both clinical and managerial with the intension of improving TB treatment outcomes in the designated facilities
  • Collaborate with Community Teams/CBOs to facilitate continuity of care and improve TB/DRTB, HIV and NCD treatment outcomes
  • Provide mentoring and technical assistance in the implementation and operationalization of the projects TB/DRTB, HIV and NCDs interventions at health facility level
  • Liaise with internal and external customers/stakeholders
  • Document challenges and successes for future utilization in the scaling up of interventions
  • Liaison with External and Internal Stakeholders towards achievement of operational goals
  • District operations management
  • Apply project management knowledge and principles
  • Provide guidance to regional management teams to ensure effective and efficient implementation of District operational plans
  • Drafting of District operational reports
  • Budget management and cost control (with support from Aurum Finance)
  • Human capital management
Education
  • Degree in Health / Social Sciences/Public Health or other relevant field
  • NIMART and NIMDRTB certification
  • Certificate in Project Management or other management field
Advantageous
  • Registration at HPCSA
  • Quality Improvement Training
Experience
  • Minimum of 8 years experience in a medical healthcare environment with at least 2 years senior management experience
  • Experience in implementation of HIV/AIDS and TB/DR TB clinical and community care
  • Experience in Quality Improvement methodology
  • Extensive experience in TB and HIV/AIDS treatment and care
  • Curriculum development experience
  • Training peers and other cadre of health care workers
  • Business management and/or budgeting and financial management experience
  • Project management experience and a track record of being able to work independently and as part of a multidisciplinary team with a willingness to learn about other medical disciplines
  • Collaboration with NGOs, provincial health departments, and district health teams
Requirements
  • Valid Drivers licence and own vehicle
  • SA Citizen or valid work permit to work in South Africa
  • Advanced computer skills in Microsoft Word, Excel and Powerpoint required
  • Ability to analyze and interpret data and write reports
  • Experience in stakeholder management
  • Minimal/Moderate/Excessive overnight travel (up to 30%) by land or air if required
  • Willing to work overtime
