Job Description


The Department of Social Development, Western Cape Government has an opportunity for a suitably qualified and competent individual to develop, implement and maintain community development policies.
Minimum RequirementsAn appropriate 3-year National Diploma/ B-Degree (equivalent or higher qualification); A minimum of 8 years recognisable experience in Community Development after obtaining the required qualification; Grade 2: A minimum of 18 years recognisable experience in Community Development after obtaining the required qualification; Grade 3: A minimum of 28 years recognisable experience in Community Development after obtaining the required qualification.
RecommendationA valid code B drivers license.
Key Performance AreasDevelop, implement and maintain community development policies: Monitor, interpret and review legislation, policies and procedures to determine whether the legislation, policies and procedures are still relevant and comply with current requirements; Keep up to date with new developments in the community development field. This would, inter alia, entail the following: Study relevant journals and publications to ensure that cognisance is taken of new developments; Research and development related to community development programmes; Perform the administrative functions required in the unit; Stakeholder management; Work integratedly with other government entities i.e other government departments. Local municipalities and not for profit sector; Manage the departments District Development Model sector plan.
CompetenciesKnowledge of the following: NPO sector; Community development;Policy analysis and development;legislation of local government; Integrated Development Planning; Legislation, policies and procedures governing Non-Profit Organisations (NPO); Extensive knowledge and experience in stakeholder management; Skills needed: Excellent Communication (writtenand verbal) ; Proven computer literacy; Financial Management; Monitoring and Evaluation; Planning and organising; Ability to compile complex reports.
RemunerationGrade 1: R 367 878 R 413,373; Grade 2: R 429 573 R 487,650; Grade 3: R 507 198 R 687,918 (OSD as prescribed).Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service(MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
