Job Description


The purpose of the Compliance officer is to ensure that CEF SOC operates within legal and ethical boundaries, safeguarding its reputation and ensuring sustainable business practices.REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Minimum 9 years demonstrated experience in legal compliance and compliance monitoring of which 3 -5 years must be at Managerial experience
  • Matric, Bachelors Degree LLB or a legal degree equivalent (NQF Level 8)
  • LLM in the relevant field as an added advantage
  • Preferably has accreditation with professional institute in RSA- FSCA.
  • A membership of the compliance Institute and/or an equivalent institution will be add advantage.
  • Trained and certification of compliance management training.
  • Risk compliance monitoring expertise, As the Compliance Officer, the individual shall manage day to day execution of the compliance and monitoring programs across the organization
  • Drive sustainable, repeatable and quantifiable improvements to these processes aimed at resilience and risk reduction.
  • testing and reviewing of full spectrum business compliance programmes and all be responsible to interface with the regulators;
  • Thorough knowledge of laws and regulations relevant to industry will be an advantage.
  • Drivers license.

  • Basic understanding of how compliance information management systems are designed & processing confidential data.
  • Full understanding of legal regime of South African including full understanding of implication of PAIA and POPIA non-compliance.
  • Regulatory aspects that applies to compliance management and monitoring.

  • Own and manage risk associated with day to day compliance activities Compliance
  • Establish and maintain appropriate structures and process for management of compliances and risk methodology and frameworks.
  • Continuous collaboration and communication with all role players of compliance management to ensure there is no unnecessary misalignment of mitigations and remedies.
  • Execute risk assessments and identify emerging risks
  • Compliance of risk management frameworks for the organization that will drive and set design protocols, implementation and maintenance of adequate controls and process for effective operation of business and to ensure orderly conduct of business.
  • Compliance officer to assist action management enforcement and to acts as a liaison between regulators and defense line role players of the organization
  • Maintain independence and objectivity from operational activities.
  • Focus on high risk areas through risk based compliance assessment.
  • Coordinate with all assurers to ensure thorough coverage and avoid overlap.
  • Provider clear report of finding to management and board.
  • Monitor the implementation of recommendation to address identified issues.
  • Assess the effectiveness of strategies and controls.
  • Assist in developing risk and control management capabilities.
  • Verify compliance with legal , regulatory and reporting obligations.
  • The primary responsibilities will be to enhance and/or develop and implement policies and procedures for effective Business Continuity programs;
  • ensure documentation of processes are in place and are accurate; communicate requirements and lead projects to implement policies, procedures, and controls, as necessary; and perform periodic program reviews.
  • They will ensure the proper management and maintenance of governance programs that support the business as well as a set of policies, procedures, and controls that is applied to technology across the organization to enforce corporate standards and assure regulatory compliance.
Strategy Implementation of compliance
  • Develop, coordinated implementation and monitoring as well as conducting periodic Business Impact Analysis and manage the compliance program and plan.
  • Governance Framework consistently with the general regulatory requirements and industry best practices and standards.
  • Working with various departments enterprise-wide to develop and maintain up-to-date business continuity policies, process, procedures, framework and plans using a risk based approach.
  • Building and determinate, scaling a both operational and technical programmed on compliance management.
  • Extensive experience in conducting tabletop and functional exercises across business functions.
  • Serves as point of contact for any identified resilience issues and risks within the business.
  • Ensures proper coverage across the organization and engage with CEF Group nominated compliances leaders or owners.
  • Provides management, leadership, and direction to building, maintaining compliance Plans.
  • Assumes a leadership role in understanding dependencies in the CEF and Group business and incorporate them into compliance plans and programmed with strategical focus planning.
  • Accountable for identification, understanding, management, mitigation, remediation or acceptance of all continuity risks and issues assigned to the organization globally
  • Communicates with management and also at Board Level status including significant enhancements or issues that could impact continuity planning and roll-out.
  • Works with respective departments across the organization to ensure effective understanding of compliance and risk management.
  • Extensive knowledge of the legislative requirements of the Data Protection Act and other information laws
  • Expert knowledge in Incident and Crisis Management experience.
Compliance ICT Management and Framework
  • Development of a CEF Capability Tool that measures the maturity and progress of the framework in accordance with the business requirements. Enabling the development and regular delivery of business continuity training, workshops and information sessions to ensure CEF staff are prepared for service disruptions and can resume operations as quickly as possible.
  • Work closely with ICT to develop and maintain ICT Compliance tools and Plan;
  • Evaluate threats using the CEF Risk Management Framework and methodology
  • Develop and maintain the compliance management Portal and filing system in accordance with the Records Management Standards.
Monitoring and Reporting including stakeholder management
  • Assist the Division and Business Unit in enhancing, formalizing and standardizing the business continuity planning process, by identifying and selecting BC strategies per Division.
  • Development of an Incident Management Plan and Support Structure (Strategic, Tactical, Operational);
  • Maintain and review all plans quarterly.
  • Ensure regular reporting to the relevant governance committees providing assurance.
  • To ensure regular comprehensive reporting to the relevant governance committees.
  • To provide guidance and support to management and function owners.
  • Ensure a disaster plan is in place to provide for the protection of vital information assets.
Budget Management and Monitoring
  • Compile the department budget, monitor the management account to ensure that the Department does not exceed the budget.
  • Manage, support and monitor the tender process to appoint a panel of service providers
  • Manage and facilitate the tendering process of appointment of provider and other.
