Job Purpose


Western Cape Mobility Department, Western Cape Government has an employment opportunity for a suitably qualified and competent individual to provide strategic leadership and manage performance to create a dynamic organizational culture that will develop all staff members to implement national and provincial traffic law enforcement strategies and legislation. Responsible for law enforcement operations in conjunction with centre managers and other law enforcement agencies. The successful incumbent will be responsible for the following traffic centres: Vredendal, Vredenburg, Metro (Brackenfell and Somerset West). This post is based in Parow/Vredenburg.



Minimum Requirements


An appropriate 3 year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 7 years working experience in the field of Traffic Law Enforcement of which 3 years must on management level; Registered as a Traffic Officer or Peace Officer; A valid driving license (Code B or higher); No criminal record.

Key Performance Areas


Perform strategic planning and project driven initiatives at regional level; Provide strategic guidance and operational leadership to law enforcement officials in line with National and Provincial strategies by formulating policies, systems and developing new strategies and models to improve service delivery; Coordinate and facilitate the development of integrated operational plans through the identification of strategic focus and alignment to all spheres of law enforcement initiatives; Evaluate the activities of the regional operational plans to ensure tactical alignment by providing input and recommendation to improve tactical planning; Analyse regional law enforcement statistics/data to be able to effectively plan and co-ordinate law enforcement activities based on trends/patterns; Manage and co-ordinate to ensure that budget, human and other resources is effectively utilised by provide effective and efficient leadership.

Knowledge of the following: National Road Traffic Act (NRTA) 93/96; National Land Traffic Act (NLTA) 5/2009; National Road Traffic Regulations (NRTR) 2000; AARTO Act 46/98; Criminal Procedures Act (CPA) 51/77; Average speed over distance (ASOD); Overload control management; Impoundment processes/ procedures; Vehicle fleet management; Prosecutorial processes and guidelines; Departmental administrative processes; Skills needed: Proven computer literacy; Written and verbal communication; Management and Leadership; Planning and organising; Work well within a team.



Remuneration


All-inclusive salary package of R849 702 - R1 000 908 per annum (Salary level 11).

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
