To plan, lead and direct the Parks, Leisure, agriculture, natural resources, biodiversity conservation,
special services and Cemeteries functions/ Department and direct & manage all aspects of provision
of service including consulting, interacting, negotiating, elaborating and explaining key development
issues, decisions and applications to improve understanding and ensure that the residents of the city
have access to the basic services and their standards of living are improved.
Key Responsibility AreasDirect the broader mandate of the Citys parks, leisure and cemeteries strategies and define
the intent and purpose of the Department as a key contributor to improving the
understanding of functional areas with a holistic perspective of the status.
Contribute to the content of the Units business Plan performance charter, providing realistic
measures of assessment and evaluation.
Present business cases of the critical key performance areas, objectives and measures of
outputs using financial and operations financial indicators to indicate short, medium- and
long-term interventions necessary for supporting the citys and units strategic intent.
Align the Departmental key performance areas to the broader objectives of the cluster and
the units within the cluster.
Keep abreast with changes in legislation and trends impacting or influencing the execution
of key performance areas related to the functionality and make appropriate
recommendations to Unit Heads/ DCMs and City Manager.
Direct and control outcomes associated with utilisation, productivity and performance of
personnel within the Department.
Control and oversee the departments financial performance against the budget and provide
input into the determination of provisions required to support Cluster outcomes.
Develop and maintain a city-wide Intergovernmental Relations improvement strategy and
provide expertise and guidance during other strategic planning initiatives.
Determine and institute appropriate processes to support the development of Information
Library and Information Management Systems.
Contribute to the programme development and management applications and projects
conceptualisation, planning, infra-structure development and packaging processes.
Disseminate strategic and functional information on the immediate, short- and long-term
objectives and current applications and constraints.
Control and executes actions to address administrative and reporting requirements
associated with the key performance and result indicators of the functionality.

Essential RequirementsBachelors Degree (NQF Level 7) in Parks or Recreation or Leisure or Agriculture or Natural
Resources or Biodiversity Conservation or any other related and equivalent qualification.
Valid motor vehicle driving license.
9 years relevant experience of which 3 years must be at a senior management level.
Preferred RequirementsPost graduate qualification (NQF Level 8) in Parks or Recreation or Leisure or Agriculture or
Natural Resources or Biodiversity Conservation or any other related and equivalent
qualification.
10 years relevant experience of which 4 years must be at a senior management level.
