Within MSF Operational Center Brussels (OCB), the Medical Department provides strategic direction and technical leadership, committing to keeping up to date on innovations in health care. We share the responsibility of the operational choices and the responsiveness, and we are involved in the support of our project teams co-developing context-adapted medical-operational strategies and defining levels of care. The department also does normative work (e.g., developing guidelines, tools) and enables operational research and innovative ideas. Composed of multiple specialists based across a network of units across the world, the Medical Department works in close collaboration with operations, other OCB departments, other OCs, and the MSF movement.
Health promotion and education are fundamental components for outbreak control. In MSF settings, those are traditionally implemented through analogue media (posters, flyers, etc.) or personal contact (community meetings, discussions, storytelling, theatre, etc.).
Following outbreak of COVID-19, many of those interventions became harder or impossible to implement. Additionally, in places / communities where connectivity makes it feasible, digital platforms and methodologies - digital health promotion (DHP) - are starting to play a crucial role for facilitating MSF's health promotion activities. This further encourages the need to expand the capacity for digital HP interventions in MSF missions.
The Digital HP Social Media Officer will be part in the team of the Digital HP Unit, which is based in South Africa (Cape Town). The digital HP SM Officer will focus on the technical setup and management of DHP campaigns. The other current roles in the unit are Coordinator of the unit, Digital HP Community Officer and Graphic Designer.
Objectives of the position:
To setup and operate digital campaigns for digital health promotion with focus on social media, messenger apps and search engine marketing. Based on mission requirements, budget and according to technical limitations.

Main activities:
Troubleshoot technical issues related to running the campaigns and constantly optimize them.
Constantly monitor the performance of the campaigns and the results achieved towards the mission's HP strategy.
Collaborate on optimizing the campaign based on data analysis with other team members.
Report quantitative findings and cost spending about the campaigns.
Develop and integrate measuring tools to analyse the effectiveness and efficiency of digital health promotion activities.
Monitor and identify trends in digital technologies use in health promotion and analyze their implications for the achievement of HP objectives.
Guide and train MSF project HP teams to increase their digital skills, and to protect the digital projects and communities against the misuse of information, exposing sensitive (medical) information, cyber-attacks, fraud, extorsion and fake news.
Proactively engage in campaign design to incorporate best social media and online marketing practices for digital HP use.
Inform country teams and train team members on basics of digital ad campaign setup. (Facebook, Instagram, TikTok, Google Ads, YouTube, etc.).
Inform and train MSF project HP teams on the technical use of social messaging apps and comment monitoring.
Monitor comments and messages from campaigns in consultation with the digital HP Community Officer and MSF project HP teams.
Liaise with internal & external resources (ad agencies or designers) to setup campaigns and design content in accordance with MSF branding guidelines and quality requirements.
Document best practice of digital health promotion campaigns and share them with the MSF digital HP community.
Provides reports on ongoing and results from the campaigns with focus on quantitative outcomes.
Support the Digital HP Coordinator in developing and promoting a sustainable digital health promotion strategy for MSF.
Provide support to relevant digital health projects being developed in the medical department or across the organisation in various countries.
Requirements:
Must have 3 years' experience with setting up and managing ad campaigns on social media, including optimisation, community management and reporting. Must have demonstrated experience in setting up large ad campaigns in Facebook Business Manager, including example portfolio of completed campaigns.
Experience with Google Ads Manager and other paid social ads management platforms is a plus.
Basic Data analysis and presentation skills (including SQL, Power BI, PPT, Excel) is a plus.
Previous experience and technical knowledge about multimedia content production and editing, including basic programming skills (HTML, CSS, JavaScript), live streaming experience, video production is a plus.
Experience with ethical use of AI is a plus.
Experience in digital storytelling is a plus.
Previous experience working in humanitarian organisation is a plus.
Languages:
English required.
French is a plus.
