ENVIRONMENTALIST (MUNICIPAL INFRASTRUCTURE)To contribute to the preparation and implementation of an IDP for the city's capital budget expenditures, ensure that all capital expenditure complies with the necessary regulations, legislation and policies.SENIOR ENVIRONMENTALIST (MUNICIPAL INFRASTRUCTURE)Contributes to the preparation and implementation of an Integrated Development Plan (IDP) compliant environmental assessment and monitoring protocol for the Municipality's capital budget expenditure aimed at ensuring that all capital budget expenditure complies with current, national, provincial and local environmental regulations, legislation and policy as well as achieving sustainable development and protection of the Municipality's environmental and biodiversity assets.This post reports to MANAGER (BIODIVERSITY AND CLIMATE COMPLIANCE )Key Responsibility AreasENVIRONMENTALIST (MUNICIPAL INFRASTRUCTURE)

  • Implements the National and Provincial Environmental Impact Assessment Regulations and compliance with related environmental legislation for projects.
  • Contributes to the preparation and implementation of an Environmental Management System and other strategic plans.
  • Liaise with stakeholders and officials concerned with environmental planning and management matters.
  • Investigate environmental queries relating to Capital Projects and ensure compliance of these projects with legislation and policy.
  • Oversee the preparation of an Environmental Management Protocol for the assessment and monitoring of Capital Projects.
  • Reviews the environmental database to identify gaps and needs related to the environmental assessment and monitoring of capital projects and prepares budgets and action plans to address these needs.
  • Reviews Government Gazette for changes in legislation that have environmental implications, comments on these and advises line departments of such changes.
  • Assesses and comments on large scale and complex applications, submitted in terms of any legislation affecting Capital Projects and prepares consolidated reports in light thereof when required.
  • Conceptualises and develops sustainable development indicators appropriate to the environmental assessment and monitoring of Capital Projects.
  • Reviews the environment database in order to identify gaps and needs related to the environmental assessment and monitoring of Capital Projects.
  • Reviews Government Gazettes for changes in legislation that have environmental implications in order to ensure legal compliance.
  • Assesses and comments on applications of varying complexity and scale to ensure sustainable development.
  • Liaises with the legally competent authorities and the municipal CAPMON committee on a regular basis.
  • Contributes to the preparation of the Municipalitys environmental input into provincial environmental management and implementation plans.
  • Manages consultants appointed to undertake work of a routine nature related to Capital Projects.
SENIOR ENVIRONMENTALIST (MUNICIPAL INFRASTRUCTURE)
  • Implements the National and Provincial Environmental Impact Assessment Regulations and ensures compliance with related environmental legislation for projects undertaken as part of the Municipal Capital Budget expenditure as instructed by Manager Biodiversity Impact Assessment.
  • Oversees and contributes to the preparation and implementation of an Environmental Management System and other strategic plans as instructed by Manager Biodiversity Impact Assessment.
  • Liaise with stakeholders and officials concerned with environmental planning and management matters regarding the environmental assessment and monitoring of Capital Projects.
  • Investigates environmental queries relating to Capital Projects and ensures compliance of these projects with environmental legislation and policy.
  • Oversees project implementation and identifies strategic projects or research that needs to be undertaken whilst preparing and managing an appropriate budget and action plans to address these needs.
  • Conceptualises and develops sustainable development indicators appropriate to the environmental assessment and monitoring of Capital Projects.
  • Reviews the environmental database to identify gaps and needs related to the environmental assessment and monitoring of capital projects and prepares budgets and action plans to address these needs.

Essential RequirementsENVIRONMENTALIST (MUNICIPAL INFRASTRUCTURE)
  • Post graduate qualification (NQF Level 8) in one of the following disciplines:
Environmental Management
Environmental Sciences.
Nature Science Or any other related and equivalent qualification. * Professional registration with the South African Council for Natural Scientific Professions (SACNASP) as a Professional Natural Scientist (Pr.Sci.Nat.).Professional registration with the Environmental Assessment Practitioner Association of South Africa (EAPASA).
  • Valid motor vehicle driving license.
  • 4 years relevant experience in environmental assessment and the review of environmental impact assessment reports.
  • Computer Literacy.

  • Post graduate qualification (NQF Level 8) in one of the following disciplines:
Environmental Management
Environmental Sciences.
