Job Description

Primary Purpose:



Financial Management:



Prepare Annual Financial Statements in compliance with relevant accounting frameworks and legislation for approval by the Audit Risk and Finance Committee (ARF) and the National Board of Directors.

Ensure that the Annual Financial Statements are audited in line with the requirements of the NHA Constitution within the set deadlines.

Develop and maintain strong internal controls for Finance and Human Resources departments.

Prepare and present monthly management accounts, with commentary, highlighting key variances and forecasts, to the Executive Committee (ExCo), ARF, and the National Board.

Lead the preparation of the annual budget, ensuring engagement with Operators and securing approvals from ARF and the National Board.

Update and present the risk register to the ARF Committee and the National Board.

Implement recommendations from the ARF and Social & Ethics Committees.

Human Resources and Compliance:



Regularly review and update HR policies, Finance policies, and the Disciplinary Code to align with legislative and operational changes.

Lead, manage, and build a high-performance Finance, Central Services, and HR team that fully serves the organisation efficiently and timeously.

Ensure accurate, timeous and complete monthly payroll processing and maintain up-to-date employee records.

Ensure compliance with all relevant legislation, including but not limited to: VAT Act, Income Tax Act, Basic Conditions of Employment Act, Skills Development Levy, Labour Relations Act, Workmen's Compensation Act, Health & Safety Act, BBBEE Act, and Employment Equity Act.

Serve as the liaison between outsourced HR service providers and the NHA by ensuring that the mandate to such service providers is clear and concise.

Responsibilities:



Finance:



Ensure operating costs and capital expenditures remain below budget, providing financial guidance to operational management and identifying areas for cost reductions.

Monitor and manage key financial ratios and indicators, driving improvements where possible.

Ensure compliance with accounting standards to achieve an unqualified audit opinion.

Reconcile balance sheet accounts monthly and ensure proper sign-off.

Oversee debtors' management, ensuring timely follow-ups and blocking defaulting accounts and reporting to the relevant ExCo member.

Establish and maintain a supplier database with updated BBBEE certificates, ensuring compliance with supply chain management (SCM) policies.

Maintain a efficient finance team with clearly defined roles and responsibilities to support sound financial management.

Ensure strict adherence to deadlines and produce high-quality and accurate financial reports for decision-making.

Human Resources:



Review and approve payroll, ensuring accuracy, completeness, and reconciliation with the general ledger.

Maintain strict confidentiality of employee information, enforcing annual confidentiality agreements and declaration of independence.

Manage and maintain an online leave database, ensuring outstanding leave balances are addressed annually to avoid excessive accumulation of leave.

Manage and administer salary grading and benchmarking exercise as and when required.

Ensure employee records are complete, up to date, and compliant with tax and labour regulations.

Develop and maintain accurate personnel and job description database.

Participate in labour relations processes, engaging with unions and shop stewards while managing meeting documentation.

Ensure compliance with Health & Safety regulations across all regions.

Oversee maintenance of the Head Office building and fixed structures as per the maintenance plan.

Lead recruitment efforts for approved vacancies and ensure that all recruitment is in line with the applicable policies.

Implement a structured training plan aligned with Culture, Arts, Tourism, Hospitality and Sport Sector Education and Training Authority (CATHSSETA) requirements and apply for all applicable grants.

Oversee the disciplinary process, ensuring adherence to policies, fair procedures, and appropriate documentation.

Drive transformation within the organisation and ensure that the EE plan is in line with the Employment Equity Act.

Special Projects:



Support the Chief Executive Officer and Racing Administration Executive in planning and executing special projects.

Assist with developing, review, and implement internal control policies and procedures for special projects.

Knowledge, Skills, and Abilities:



Expertise in IFRS:

Thorough knowledge of International Financial Reporting Standards (IFRS) and their application in a

non-profit environment

.

Strong focus on accuracy in preparing and reviewing monthly management accounts, reports, budgets and
