IntroductionThe Public Health and Social Development Sectoral Bargaining Council
(PHSDSBC) is designated in section 36 of the Labour Relations Act, 66 of 1995, to promote labour peace through constructive collective bargaining and expeditious resolution of disputes.Note: The application must include a detailed Curriculum Vitae, Certified copies of the following:Identity Document, Grade 12 Certificate, the highest required qualifications, and drivers license. Please do so to ensure your application is not disqualified. Foreign qualifications must be accompanied by an evaluation report issued by the South African Qualifications Authority (SAQA). The applicant must have all foreign qualifications evaluated by SAQA and provide proof of such evaluation report (only when shortlisted). Foreign applicants should also attach certified copies of their work permits.All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the PHSDSBC. The successful candidate must enter into an employment contract and sign a performance agreement with the PHSDSBC.All applicants are required to declare any conflict or perceived conflict of interest and disclose memberships of Boards and directorships that they may be associated with.Requirements:Applicants must have a Grade 12 Certificate and a recognized three (3)-year Degree/Diploma in Financial Accounting or relevant (NQF7). A minimum of three (3) years relevant experience.The below experience/understanding will be added advantage:

  • Completed articles, any size firm

Critical performance areas:To ensure Complete and Accurate Financial Records
  • Recording of Councils expenses as they occur
  • Payment of supplier invoices within 30 days of receipt
  • Preparing and approval of EFT requisition forms for all payments
  • Compliance with recording and allocating cashbook transactions to the correct accounts
  • Compliance with the utilisation of petty cash
To ensure Accurate and Timely Reporting
  • Assisting the department in preparing Accurate Quarterly Reports for FinCom Review
  • Ensuring that all books of accounts are closed by 30 April.
  • Addressing of audit findings
To ensure Proper and Adequate Control over the Councils Fixed Assets
  • Keeping an up-to-date fixed asset register
  • Preparing Fixed Assets Reconciliations
  • Maintaining adequate Assets Insurance
  • Ensuring that no one has un-authorized access to Councils assets
  • Frequent Fixed Assets Maintenance
To manage the coordination of all Corporate Services special projects
  • To manage all departments planned and adhoc projects (including policies)
  • To assist other departments with costing and management of their planned and/or adhoc projects
To manage the planning, organizing, leading and control of the Corporate Services Department in line with the monitoring and performance evaluation of staff
  • To assist in the management and coordination of departmental day to day administration and team management Finance and Procedure Manual
