Job Description


To oversees the people, processes and technologies within a CEF's IT organization to ensure they deliver outcomes that support the needs and goals of the business. To lead and direct the ICT portfolio in CEF by planning and implementing an IT strategy that incorporates optimal ICT architecture, ICT infrastructure, security management, and digital transformation.REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • 10 years of which 3-5 years must be at Managerial Experience
  • Bachelors degree (NQF Level 7) in Information Technology or related field at NQF Level 7.
  • Honours / BTech Degree (NQF Level 8) or post graduate diploma (NQF Level 8) as an added advantage.
  • Project Management qualification an added advantage
  • MBA an Added advantage
  • International certificate in ITIL and Cobit would be advantageous

KEY PERFORMANCE INDICATORSImplementation of IT Strategy
  • Clear understanding of business strategy and operational challenges
  • Provide IT vision, direction and thought leadership for CEF group in line with Group strategic direction and technology trends
  • Ensure that information technology is a strategic enabler for CEF and its group of companies
  • Lead the development of a Group IT strategy, plan and budget for the IT organisation
  • Drive an investment strategy in technology with focus on information security and digital transformation
  • Develop and implement IT strategy that is aligned to business strategy
  • Implement ICT structures, processes and governance mechanisms
  • Provide input to the board and other relevant stakeholders on IT related matters
  • Manage the technology portfolio in the context of the business strategy
  • Make strategic financial decisions regarding the investments in capital and resources and take into account the risk/return profiles of each
  • Make high-level sourcing decisions for the provision of technology services
  • Establish and maintain strategic alliances with key technology suppliers and business partners
  • Develop and define IT policies
  • Translate the organisation strategy into the divisional strategy and business plan
  • Implement IT strategies for areas of accountability
  • Prepare and submit monthly, quarterly and annual target reports
  • Establish IT departmental goals, objectives and operating procedures
Direct all ICT Operational Initiatives
  • Direct and manage computing and information technology operations for CEF.
  • Direct the design and implementation of CEF infrastructure.
  • Lead and direct the development and maintenance of the IT structure.
  • Approve contracts and negotiate pricing with vendors and contractors.
  • Manage the assessment of existing policies and procedures and recommend amendments.
  • Direct and manage feasibility studies on implementing new hardware and software.
  • Oversee the installation and maintenance of hardware and software.
  • Oversee the operations of the WAN and LAN networks.
  • Direct the design and implementation of network policies and standards.
  • Oversee the implementation of all communication networks and manage the usage, accessibility and maintenance of the communication networks.
  • Manage the implementation of systems and software in the IT help desk.
  • Oversee the management and compliance with software licences.
Overall IT delivery
  • Lead overall IT project delivery to realize benefits of IT transformative projects.
  • Lead the focus on IT service management to ensure business expectations are met or exceeded.
  • Create business value through technology, and by delivering relevant, cost effective and innovative IT solutions that support and facilitate the achievement of CEFs business strategy.
  • Drive the design and delivery of business applications and IT infrastructure projects.
  • Engage with Business and Technology Stakeholders, Architecture and 3rd party vendors to enable delivery across the platform.
  • Manage and take accountability for delivery by IT team and vendors.
  • Ensure the portfolio of delivery is executable and optimized across the various demand streams.
  • Oversee all ICT projects.
  • Oversee the various business applications within CEF and ensure they are functioning correctly.
  • Lead the design and delivery against a business application and IT infrastructure roadmaps.
Business Analysis and Processes
  • Oversee the business needs analysis.
  • Lead the translation of business requirements into efficient and effective IT solutions.
  • Lead the review, analysis, mapping of CEFs business and ensure their ongoing optimization.
  • Oversee the identification of gaps, root causes, strategic disconnects, and opportunities for creating effectiveness and efficiencies etc. in the context of improving CEF effectiveness, operational efficiency and in achieving its strategic objectives.
  • Lead business process performance monitoring, controlling and ongoing optimization.
  • Oversee the development and updating of CEFs business process manual.
Digital Transformation
  • Lead the development of CEFs digital strategy.
  • Drive digital transformation throughout the organization.
  • Oversee the creation of CEFs digital backbone to accelerate the move to hybrid cloud environments and new operating models.
  • Lead innovation efforts to ensure CEF becomes a data driven enterprise.
  • Gain a better understanding of new digital technologies and how to cost-effectively implement and operate the within CEF.
Information Security Management
  • Oversee and direct the development, activities and documentation of information security policies and procedures.
  • Oversee the provision of information security training for all employees, contractors and other key stakeholders.
  • Oversee and ensure the compliance to all information security policies and procedures and refer areas of non-compliance to the appropriate employee.
  • Oversee and manage the implementation of the organisations disaster recovery and business continuity plan.
  • Oversee and direct the alignment of risk/return profiles for each technology.
  • Ensure the on-going review of all system related information.
Innovation
  • Foster a culture of innovation amongst internal and external stakeholders.
  • Contribute towards enabling the process of research, proof of concept or prototype development, testing and early application for intellectual property rights, where relevant.
  • Oversee the funding for venture capital through the implementation of structures to manage R&D funding, inclusive of efficient processes and monitoring of activities.
Financial Management
  • Adherence to budget and total cost of services.
  • Ensure an effective financial management system is managed and implemented for the department, inclusive of financial measures utilised for financial reporting purposes and financial management (income statement, balance sheet, cash flow and investment reports).
  • Maintenance of accurate and up-to-date financial records.
  • Ensure financial compliance through the adherence to financial legislation and regulations.
  • Ensure audit reports address those concerns raised by the appropriate mechanisms.
  • Establish and clearly define a structured departmental structure with emphasis on key functions required for the department to deliver on its mandate effectively.
  • Manage the timeous recruitment of relevant staff members.
  • Delegate to and effectively manage the departmental team.
  • Ensure that all diversity targets of the department are met.
  • Develop a culture of learning to deliver on the CEF mandate.
  • Ensure a safe and healthy working environment for all staff members.
Policy Management
  • Oversee the development and implementation of relevant departmental organisational policies in respect of the following:
  • People management, financial management and Investment management
  • Compliance, Legal procedures and ICT management
  • Ensure policies are aligned to best practice and are in compliance with regulations.
  • Ensure policies facilitate optimal organisational effectiveness.
  • Ensure that internal audit/risk management measures are in place to monitor and evaluate the effectiveness of and adherence to policy and address any matters which may arise.
