..QualificationsHealth and Migration Consultant1.BackgroundThe WHO Country Office in South Africa, WHO AFRO and the WHO HQ Health and Migration Department would like to support two activities: 1) the setting of a national research agenda and national research action plan on health, migration, and displacement and 2) conduct a joint review mission to review health system capacity and essential public health functions to address the health needs of refugees and migrants in South Africa. These are proposed to be conducted during the period 1 August xe2x80x93 30 November 2024 by a joint team of external experts with the participation of national experts.1.The aims of national research agenda setting are to:a. Systematically identify and prioritize research gaps and opportunities that are most relevant to the advancement of evidence-informed policy and practice in the field of health, migration and displacement in South Africa.b. Produce a national research agenda on health, migration and displacement to guide research action plans and implementation research in South Africa.2.The aims of the health system review are to:a. Review the current migration situation and the health-system response including reviewing the capacity of the health systems and essential public health functions to respond to the health needs of migrants; through desk review, meetings and interviews to stakeholders, and field visits;b. Explore future health policy that would advance universal health coverage (UHC) in migrants agenda in South Africa, as well as to consolidate good practices and lessons learnt that would help generate informed decisions and propose key areas of future collaboration and technical support between the National Department of Health (NDoH), WHO, and other partners.Duration of the consultancy: 4 months xe2x80x93 August to November 20242.DeliverablesHealth System Review:

  • Objective 1: Organize preparatory meetings and technical briefings to facilitate informed discussions on health system review strategies.
O Deliverable 1.1: Planning documents and briefing notes for preparatory meetings outlining key issues and goals related to the health system review.
  • Objective 2: Conduct a comprehensive desk review of existing documents, reports, strategies, and policies concerning refugee and migrant health in South Africa.
O Deliverable 2.1: A consolidated report summarizing the findings from the desk review, identifying gaps in current knowledge and suggesting areas for further investigation.
  • Objective 3: Compile observations and insights from the health system review process to produce a draft review report in close collaboration with the assessor.
O Deliverable 3.1: Draft report incorporating feedback from review team members, aligned with the agreed-upon report format.National Research Agenda Setting:
  • Objective 4: Facilitate technical consultations, research prioritization sessions, and stakeholder mappings to identify key research priorities and stakeholders as part of the first phase of the research agenda-setting
  • Deliverable 4.1: Comprehensive stakeholder mapping report detailing identified participants and their roles.
  • Deliverable 4.2: Summary reports from each technical consultation and research prioritization session, clearly outlining discussed topics and prioritized research areas.
  • Objective 5: Synthesize findings from consultations and sessions to assist in the drafting of the final national research agenda.
  • Deliverable 5.1: A draft national research agenda that synthesizes inputs from various consultations, outlining key research priorities and proposed actions.
  • Deliverable 5.2: Final national research agenda publication, presenting a detailed and actionable research roadmap for addressing health migration challenges in South Africa.
3.Qualifications, experience, skills and languagesEducational QualificationsEssential: Advanced university degree in public health, global health, migration studies, or health systems.Desirable: Doctoral Degree in any of the following fields: Public Health, International Relations, Health and Policy, Health Services or Health Systems Research.ExperienceEssential: (3) years in global health, migration, or emergency health systems at national and/or international level(s) with experience covering one or more of the areas of expertise presented above.Desirable: Experience in working in South Africa, with UN agencies or NGOs, working in research migration and displacementSkills/KnowledgeUnder the supervision of the WHO Country Office in South Africa, the consultant will support the above-mentioned activities. The consultant is expected to possess technical expertise and final report development capacities to deliver high quality outputs. Technical inputs will be provided by a responsible officer.Languages and level requiredEssential: Expert knowledge of English.Desirable: Working knowledge of French would be an asset.4.
