PROPOSED SUMMARY:Rural Health Advocacy Project (RHAP) is a public benefit organisation that actively advocates for more equitable access to quality health care and improved health outcomes for rural communities in South Africa since 2009.The RHAP website needs to be restructured and updated to better represent the work and projects that RHAP undertakes, as well as to make the content and resources more accessible to website users.This is a +-3 month projectORGANISATION FOCUS AREA:Health reform policy: RHAP seeks to influence and inform National/Provincial and District health policies to ensure that they speak to the rural health context and equitably protect and advance the right to health for rural communities.Health financing: Ensuring adequate health budgets, efficient spending, and the use of needs-based budget processes to address the historical and structural inequities in the allocation of financial and human resources to rural communities.Human resources for health (HRH): To influence and inform HRH policies to ensure deprived rural communities have enough multi-disciplinary, supported, advocacy-competent health care workers who provide high quality health care.Health governance & active citizenry: To foster and advance the role of rural communities in the design, delivery, and oversight of the health system by supporting the processes and structures that facilitate community involvement and participation.PURPOSE OF THE CONSULTANCY:RHAP is preparing a case study on rural-proofing of health policies, plans and strategies to forward rural health equity in South Africa. The case study would focus on the Rural Proofing for Health Guidelines which were developed in 2015 by the Rural Health Advocacy Project. The overarching aim of the Guidelines is to fulfil the right to health of people, families and communities in rural areas in South Africa, to ensure that the rural health context is addressed adequately when new policies and budgets are being planned and implemented. This case study will provide insight into the how the Guidelines have been implemented and the lessons learned during the process.SCOPE OF WORK AND DELIVERABLES:The consultant would be expected to fill an advisory role in the case study development, as well as review the completed case study and article.The expectation of the consultant would be as follows:

  • Assist in the development of the case study outline
  • Assist in the interview structure and analysis of feedback from key informants
  • Review the article based on the case study
  • LOE: 40 hours
CONSULTANCY COMPETENCIES, EXPERIENCE AND SKILLS REQUIREMENTIndividual consultants with the following competencies and skills are invited to apply:
  • Public Health qualification
  • Five years experience in the public health field
  • Demonstrated experience developing research reports and case studies
  • Minimum five years experience carrying out similar projects
  • Experience working with the World Health Organization is advantageous
  • Works well under pressure and can respond to short timelines and quick turnround requirements
