Required Qualifications, Competencies, and Experience Academic Qualifications:
  • Bachelor's degree (BA) in Human Resource Management, Commerce, Finance, Accounting, or a closely related field.
We are looking for a highly skilled HR professional to join our team!Key Qualifications:
  • Extensive HR Experience: 5+ years of experience as an HR Generalist or a similar position.
  • Talent Acquisition (70%) - the HR Officer (Specialist) takes the lead on all aspects of the recruitment and hiring process, ensuring it adheres to established GIZ standards. This core function comprises approximately 70% of the role.
  • Payroll Expertise: Proven experience and in-depth knowledge of Payroll Systems, specifically Sage 300 People. This includes hands-on experience working with the system for over 5 years. This core function comprises approximately 30% of the role.
  • Payroll Processing Pro: Demonstrated ability to perform accurate and efficient payroll calculations and processing.
  • Preferred: Prior administrative or management experience within GIZ.

What will you be doing?Conditions of Employment and HR Support:
  • Contract Management: Drafting employment contracts based on national labor law, GIZ regulations, and specific employment types (limited/unlimited, internship, etc.) in consultation with the HR Unit Head.
  • Onboarding and Administration: Ensuring all administrative processes for new hires are completed, including SAP HR system updates, pension fund and medical aid registration (with HR Unit Head), and salary payment voucher preparation.
  • Payroll and Benefits Administration: Processing payroll payments, ad-hoc staff wellbeing payments, unemployment insurance, and tax payments; maintaining accurate leave records in the Sage 300 People system; managing terminations and updates to pension/medical aid information.
  • Data Security and Compliance: Advising on and ensuring adherence to GIZ data confidentiality regulations. Analyzing and revising HR processes and documentation to meet data security and legal requirements. Maintaining strict confidentiality during and after employment.
HR Instruments and Procedures:
  • HR Policy Implementation: Executing HR policies for national personnel.
  • HR Information Management: Developing, updating, and maintaining a wide range of HR information materials (new staff onboarding documents, employee handbooks, etc.).
  • Performance Management: Supporting the development and implementation of HR procedures and instruments; organizing staff performance evaluations (scheduling, forms, documentation); preparing training materials and conducting inductions for new staff; calculating and finalizing performance-related payments.
  • Personnel Data Management: Maintaining accurate personnel data for security and risk management purposes; electronically archiving personnel information in the GIZ data management system (SAP).
Talent Acquisition:The HR Officer (Specialist) leads the recruitment and hiring process for national personnel in Lesotho, collaborating with the HR Unit Head and legal counsel. Responsibilities include:
  • Recruitment Process Management: Updating recruitment procedures, guidelines, and supporting documents (job advertisements, interview processes).
  • Candidate Sourcing and Selection: Advising managers on job requirements and descriptions; searching for qualified candidates through internal resources and external media; evaluating applications, shortlisting candidates, conducting interviews, and reference checks.
  • Selection and Onboarding: Organizing and participating in candidate selection panels; ensuring compliance with sanction lists; notifying unsuccessful candidates; documenting the selection process; and archiving data in HR systems.
