Job Description


The Railway Safety Regulator (RSR) seeks to appoint an Information and Communication Technology (ICT) Chair and one (1) member. The ICT Committee carries out its functions in line with the roles, responsibilities and powers set out in the PFMA, the National Treasury Regulations, the RSR ICT Committee Charter and King IV.REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE:

  • Minimum 10 years experience at Senior Management level gained within any of the following areas: IT industry legislation, IT policy frameworks and best practices; IT governance principles and processes; Cyber security; Enterprise and IT architecture; Development of IT frameworks, policies and processes; IT risk management; ITIL processes; and Implementation of IT strategies and plans.
  • A minimum of a postgraduate degree in Information Technology or Computer Science.
  • Industry related certifications which include but not limited to the following: CISA, Chartered CIO, Pr.CIO, CGEIT, COBIT, CISM, etc.
  • Preference will be given to candidates who are certified in the Governance of Enterprise IT (CGEIT).
PRIMARY PURPOSE OF THE ROLE:The main purpose of the ICT Committee is to promote and support the effective and efficient use of information and communication technologies at the Railway Safety Regulator through providing oversight over the following:
  • Integration of ICT risks to ensure integration into RSR wide risk management.
  • Identification, assessment and management of information and technology risks in line with the relevant frameworks and recommended actions in conjunction with the Audit and Risk Committee.
  • The implementation of an enabling and supporting ICT Infrastructure.
  • Recommendations on major changes relating to ICT strategies and priorities.
  • Review of controls relating to data protection and intellectual property protection of the RSR.
  • Effective monitoring and management of risks pertaining to sourcing of ICT contracts.
  • Compliance with cybersecurity frameworks.
