A leading provider of distance learning in tertiary education is seeking a capable Monitoring and Evaluation Manager to drive a culture of excellence and adherence to standards across all sectors. This pivotal role involves delivering diverse assurance and advisory services that bolster effective governance, accountability, and performance.
Role Overview:
As the Monitoring and Evaluation Manager, you will play a vital role in nurturing a culture of quality and compliance throughout the organization. Your responsibilities will encompass upholding minimum quality benchmarks across all departments and providing a comprehensive range of assurance and advisory services that reinforce governance, accountability, and performance. An essential aspect of this role includes overseeing the registration and accreditation of programs, a critical performance indicator.
Minimum Qualifications:
A completed Master’s degree with knowledge of Higher Education or a Postgraduate qualification in Internal Auditing along with relevant higher education familiarity.
A minimum of 3 years of pertinent experience in quality assurance, particularly within higher education institutions.
A thorough grasp of the higher education framework and pertinent legislative responsibilities, both locally and in other regions.
Familiarity with King IV and the practical application of effective governance practices.
Proficiency in project management.
Responsibilities:
Collaborate in the compilation and submission of annual reports to the Department of Higher Education and Training (DHET), following DHET guidelines.
Ensure the verification of SAQa records and supervise NLRD uploads to HEQIS using standardized templates.
Attend meetings, conferences, and workshops organized by regulatory bodies.
Manage timely responses and resolutions to conditions, representations, complaints, and other ad-hoc requests from regulators and quality councils.
Coordinate the collation, compilation, and submission of institutional accreditation applications for different regions.
Organize institutional readiness for site visits and audits, ensuring alignment with changing sector requirements and regulations.
Drive the implementation of a continuous academic improvement strategy.
Develop, review, and communicate institutional quality management systems through Monitoring and Evaluation communiqués.
Strengthen institutional governance structures and oversight mechanisms, ensuring effective quality reporting and decision-making processes.
Monitor policy and standard operating procedure approval and communication processes throughout the institution.
Participate in the review of institutional documents, including policies, procedures, website content, and stakeholder materials.
Enhance the Data Analysis function of Monitoring and Evaluation, ensuring timely data reporting for review and decision-making.
Collaborate with academic committees to develop academic quality dashboards that offer an institutional overview of quality.
Improve transparency in institutional quality through visual analysis components in data assessment.
Serve as the institutional point of contact for regulatory bodies, facilitating site visits and audits.
Oversee the integration of an institutional Quality Management System (QMS) within the institutional SIS.
Guide quality assurance activities in regional offices, both in South Africa and the SADC regions.
Coordinate and host annual Quality Conferences that spotlight evolving trends in education and their implications for quality assurance.
Monitor internal audits, risk assessments, and ad hoc investigations as necessary.
Facilitate the implementation of systems, processes, and measures to ensure institutional compliance with POPIA.
Support the institutional academic strategy and innovation agenda.
Undertake managerial duties, including quarterly staff performance appraisals, ongoing training for Monitoring and Evaluation staff, coaching and development, authorization of overtime and leave, and recruitment and induction of new departmental staff.
