Job Description


Job profile:To manage waste disposal activities of the national radioactive waste disposal site (Vaalputs) in accordance with the Nuclear Installation License (NIL28), SHEQ-requirements, international norms, standards and best practice and all other applicable regulatory and legislative requirements.Key Performance Areas

  • Open and transparent communication to senior management regarding the day-to-day activities.
  • Manage conflict situations (staff, stakeholders, etc.)
  • Ensure equitable housing for all staff members.
  • Implement performance appraisal at all post levels.
  • Compliance with HR policies and procedures.
  • Meeting transformation targets.
  • Plan, schedule and monitor activities by means of planning and progress reporting.
  • Plan and schedule waste deliveries from waste suppliers and confirm compliance with the Vaalputs waste acceptance criteria.
  • Manage the general maintenance of farm, roads and fences.
  • Management of Vaalputs vehicle fleet and fuel reserves.
  • Nature conservation and vermin control.
  • Implement risk management plan and risk reduction strategies.
  • Maintain ISO 9001:2008 certification.
  • Maintain ISO 14001:2004 certification.
  • Develop and maintain an integrated SHEQ-management system (IMS)
  • Manage compliance with NIL28 nuclear installation license.
  • Manage compliance with corporate SHEQ-system.
  • Establish and maintain a safety culture for Vaalputs.
  • Ensure compliance with BBS requirements.
  • Maintain a system for reporting safety statistics.
  • Manage reporting, investigation and close-out of nuclear occurrences, safety related incidents/accidents and quality related non-conformities.
  • Ensure compliance with the Necsa financial policies, procedures and systems.
  • Compile annual budget in accordance with Necsa budget guidelines.
  • Schedule and control budget expenditure.
  • Approve day-to-day expenditure according to delegated authority.
  • Manage tender projects within financial constraints.
  • Control petty cash.
  • Execute disposal operations within contract financial agreements.
  • Represent Vaalputs on the Public Safety Information Forum.
  • Interface with waste suppliers (Eskom (Koeberg), Necsa and other)
  • Liaison with other stakeholders (local municipalities, NGOs, schools, local farmers associations, anti-nuclear groups, etc.)
  • Interface with the NNR during quarterly NNR inspections.
  • Address community issues regarding the perceived negative impact of the Vaalputs operations on the environment.
  • Compliance with Necsas corporate social investment initiatives.
  • Determine customer requirements through applicable surveys and respond accordingly.
  • Manage the Vaalputs security systems and processes.
  • Ensure staff are trained and developed in accordance with personal development plans.
  • Participate in formal audits and pre-shipment inspections of waste suppliers.
  • Participate in work group activities with waste suppliers.
  • Compile various reports on Vaalputs operations and maintenance activities.
  • Review and approve reports on various topics.
  • Review and approve procedures and work instructions on various topics.
  • Chair various meetings (planning, safety, quality, etc.)
  • Coordinate and integrate all planning activities.
  • Compile and manage waste disposal schedules.
  • Approve waste shipments to Vaalputs.
  • Inspect and monitor activities of subordinates as applicable.
  • Approve internal audits.
  • Manage the document review system for Vaalputs.
  • Conduct management walk-throughs.
JOB REQUIREMENTSKEY KNOWLEDGE & SKILLS
  • Sound technical knowledge of radioactive waste disposal principles and practices.
  • Knowledge of Nuclear Installation License and SHEQ-system requirements.
  • Ability to plan work activities in a multi-disciplined work environment.
  • Ability to promote and maintain good interpersonal relationships with superiors, subordinates and clients.
  • Ability to interface with public entities and authorities on radioactive waste disposal activities.
COMPETENCIES*Ability to manage people, resources and systems within a multi-disciplinary environment to ensure public confidence that radioactive waste disposal activities are safe and will not impose undue burdens on future generations.Qualifications and Experience:Qualifications
  • B-Tech or B Eng (Mechanical/Chemical) or BSc.
Experience
  • 5 years experience in operating a facility under a Nuclear Installation Licence.
  • 3 years management experience in operational environment.
