  • Provide medical oversight, guidance and timely medical advice to all technical laboratories and related areas, including the immuno-haematology and cellular therapy laboratories.

0MINIMUM REQUIREMENTSEducation
  • MB.Ch.B with a post
qualification in either Hemato- or clinical pathology. * Registration with HPCSA.Experience and knowledge requirements
  • Demonstrable IT literacy in major business applications.
Other (knowledge and skills), e.g. understanding of relevant legislation; knowledge of relevant company procedures.
  • Understanding of the National Health Act and related regulations as it pertains to transfusion medicine.
  • Knowledge of Good Manufacturing Practice,
Good Laboratory Practice and accreditation.
  • Understanding of clinical indications for the transfusion of blood products would be advantageous.
  • Understanding of Hemovigilance practices
and procedures would be advantageous.

KEY PERFORMANCE AREAS (KPAS)KPA 1Strategic business planning and implementation relating to transfusion medicine.KPI1.1. Participate in the design, development and implementation of systems that will ensure the delivery of high-quality blood products and related services.1.2. Collaborate with the Lead Consultant Patient Blood Management and Transfusion Medicine (LC: PBM & TM) and relevant stakeholders, to develop long term strategic plans for the department, aligned with the SANBS vision and mission.1.3. Develop and execute, in consultation with LC: PBM&TM an approved departmental business plan and supporting budget and ensure deadlines are met.1.4. Monitor budget and expenses for business area and specified projects and ensure targets are met.1.5. Propose potential projects and initiatives in support of the departmental and divisional strategy, obtain approval, implement and monitor the effectiveness thereof.1.6. Review, and where necessary, amend the work organisation structure/manpower plans to ensure availability of staff to achieve the agreed strategic and operational goals.1.7. Conduct feasibility studies and customer surveys, monitor trends and make recommendations for continuous business improvements and sustainability.1.8. Draft, obtain approval, implement and monitor policies, procedures and strategies (as required) toaccomplish the purpose, vision and mission of company and external stakeholders.KPA 2Quality Assurance and compliance to Standards of Practice, policies, procedures and protocols.KPI2.1. Ensure successful implementation and maintenance of the Standards for the Practice of Blood Transfusion in South Africa, GMP, GLP as well as adherence to all relevant legislation with regards to all activities relevant to area of work.2.2. Ensure successful implementation and maintenance of laboratory accreditation standards such as SANAS 15189.2.3. Effective participation in national initiatives relating to the setting of standards and policy development.2.4. Develop protocols and procedures to guide operational implementation and practice in the specialized area of expertise.2.5. Develop protocols and procedures to define the quality and acceptance criteria for the various blood products and related transfusion services.2.6. Develop protocols and procedures to ensure the equitable and sustainable supply of high-quality blood and blood products, and optimized patient outcomes.2.7. Clinical decision making where deviations from internal protocols are required.2.8. Provide input into technician and technical education programs that will improve service delivery and enhance the safety of the blood supply.2.9. Collaborate with relevant stakeholders to ensure compliance with National Health Act and other applicable legislation in all applicable sites.2.10. Benchmark best practice and propose standard updates accordingly to LC: PBMTM.2.11. Identify risks on an enterprise and departmental level and develop plans to mitigate and reduce risk.KPA 3Improving integral processes in transfusion medicineKPI3.1. Provide medical oversight, assistance and advice to the relevant work areas in company to assist process improvement and improved patient outcomes.3.2. Provide support to cellular therapy and immunohematology labs as required.3.3. Provide medical oversight and assistance as required to prevent stock-outs, improve delivery of appropriate, quality products to patients and decrease customer complaints.3.4. Provide appropriate TM and clinical best-practice support / advice to technical staff and medical practitioners (within the post-holders field of competence) on the optimal product selection in the management of complex immuno-haematology cases and other complex clinical situations that falloutside of the scope of practice and expertise of technical staff.3.5. Provide overall responsibility for sign out of laboratory results including immunohematology and flow cytometry.3.6. Operationalize strategies as required to support and promote the direction company is taking on TM.3.7. Monitor, report on and recommend interventions for clinical developments and trends that may impact on blood requirements, transfusion safety or patient outcomes. to the LCPBM TM3.8. Actively drive and participate in all aspects of the educational initiatives for all levels of internal and external stakeholders.3.9. Design and monitor a system to continuously monitor product and service quality failures and take appropriate corrective action.3.10. Participate, provide clinical oversight and compile monthly reports for the national and zonal medical and technical operational meetings.3.11. Participate, provide clinical oversight and compile quarterly reports for the divisional and business review meetings.3.12. Provide clinical oversight, support and advice for all technical and donor related after hours queries during on call periods.3.13. Manage serious adverse events/outcomes to blood transfusion by:Providing clinical advice to attending doctors on the optimal clinical management of such patients. Overseeing the investigation of such events and ensure they are reported to the Haemovigilance Office. Ensuring the implementation of corrective actions so identified.KPA 4Customer / stakeholder relationship building.KPI4.1. Participate in review of content in the communication and education of all clinicians and the South African community through newsletters, pamphlets, website articles and radio or television interviews as required.4.2. Internal and external relationship building and networking to build strong cross-functional cohesive teams.4.3. Collaborate with other divisions (e.g. Operations, Marketing, and ICT) as required to synergise integrated outcomes in all matters related to patients and transfusion medicine.4.4. Provide clinical and medical input on all external customer related policies and procedures that may impact on patient safety / outcome.4.5. Provide appropriate and clinical best-practice support and advice to staff dealing with external customers or patients/recipients, as well as marketing related queries, complaints and related issues.4.6. Provide support to external stakeholders as required - including meetings with and standardized feedback to all relevant stakeholders as required.4.7. Educate and motivate all role-players in the health care sector within sphere of responsibility.4.8. Support and liaise with MM: PBM as required in area of expertise.KPA 5Aligned people management.KPI5.1. Conduct performance management and monitor performance on on-going basis through mentoring, coaching, and reviews and take appropriate steps to correct problems.5.2. Track and encourage individual development by identifying learning and development needs and facilitate attendance of relevant programmes.5.3. Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with Policy.5.4. Ensure regular two-way communication with staff matters such as strategy, values, team building, SOPs, policy changes, etc. to ensure understanding.5.5. Monitor and track staff time-keeping, absenteeism trends, overtime worked and leave to ensure adherence to HCM policy for cost-effective running of the department.5.6. Recruitment and selection of suitable candidates according to manpower plan recruitment and selection procedures and EE targets.5.7. Attend meetings and training sessions as required, to remain informed of current field-related developments, to promote knowledge sharing.5.8. Conduct scheduled meetings with direct reports.5.9.
