A leading and reputable chemical manufacturing factory based in Kempton Park has a challenging but exciting position for a suitably qualified Payroll Manager.
Purpose of the job
The Payroll Manager reports to the Finance Manager
Supervision and checking of all financial transactions in the Payroll Unit within the company.
Effective control of all activities conducted by the Payroll Officers and must ensure that all information captured on the payroll system is correct and accurate.
Ensure that monthly reconciliation activities are conducted correctly and that the system parameters are set and controlled after changes, i.e., employee tax.
Ensure that systems, policies, processes, and procedures are in place within this unit and maintained to effectively identify manage risk, prevent fraud, and ensure compliance to legislative, regulatory and good governance requirements and practices.
Ensure that systems, policies, processes, and procedures are in place with regard to all aspects relating to Payroll.
Ensure that these are maintained to pro-actively and effectively identify and manage risk within the company.
Experience
• Minimum 5 years payroll management experience
• Knowledge of Employee Tax legislation

Key performance area
Develop Employee Payroll in line with overall HR and company Business strategy
• Provide input to the Annual HR Business Plan through the analysis of current versus required Payroll activities.
• Ensure understanding of the business drivers and operational strategies that the HR department needs to support.
• Continuously liaise with the HR Executive on HR strategy and operational requirements.
• Prepare Employee Relations strategy, policies, guidelines and practices in line with legislation and HR and company strategy.
• Pro-actively align Payroll services to the direction given by the HR Strategy and ensure that that company is protected from risks associated.
• Networking nationally to provide leading edge Payroll programmes and solutions relevant to the chemical manufacturing organisation.
• Ensure that Payroll standards are adhered to and improved upon.
• Represent company on all Remuneration external forums
Management of the Payroll Function
• Implement the payroll system
• Implement and manage the maintenance of the payroll calendar for NCP.
• Ensure that all Payroll related timelines are kept.
• Ensure compliance to ISO system within own Unit and log non-conformances as per ISO procedure.
• Ensure that all practices are aligned with required legislation, standards and policies.
• Provide work instructions and schedules to subordinates.
• Coordinate and supervise the capturing of authorised payments.
• Communicate any potential problem areas to the appropriate Line Manager and pro-actively develop plans for rectification.
• Handle all salary related queries.
• Ensure that all debtors have been recorded in the debt and interests are charged according to policy.
• Ensure that all debtors are followed up and monthly debt statements are forwarded to the debtors.
• Follow up cases that are handed over to legal section and check progress reports per debtor compiled or raised.
• Ensure that all debts are collected from the debtors.
• Ensure that all files are maintained for debt written off.
• Consolidate salary information for financial statements purposes
Effective control of Payroll functioning and salary payments to staff members
• Timely review and ensure sign off on payroll and tax reconciliations.
• Make changes to and update the payroll tables and correct any errors when necessary.
• Assume responsibility for monthly payroll processing.
• Manage processing of all management incentive bonuses, stock option exercises and salary deferrals.
• Manage payment and reconciliation of bonus payments.
• Control / check all information provided by Payroll Officers.
• Co-ordinate the authorization and submission of payroll information.
• Ensure payroll run is 100% accurate.
• Ensure that all information on the payroll system is 100% correct.
• Approve and sign all correspondence compiled by Payroll Officers.
• Approve and sign all journals prepared by Payroll Officers.
Provide general day to day assistance relating to Payroll processes, procedures, requirements, etc.
Conduct the payroll run
o Conduct final test
o Send payroll data to the relevant system
o Ensure that payslips are generated / printed according to payroll run information
o Ensure the preparation of payslips
o Ensure that payroll is prepared for payment
o Ensure all administrative functions with regard to payslips and payroll report are completed
o Ensure that all documents are filed within filing system
• Alignment of Parameters
o Ensure that all parameters on the payroll system are aligned to legislative changes, i.e., employee tax end of February
o Loading of new tax tables at the beginning of tax tables
o Ensure the alignment of all third-party changes to the payroll system
• Ensure compliance to all legislative and regulatory frameworks
• Conduct PAYE functions
o Ensure distribution of IRP 5 documents to staff members on an annual basis
o Updating of fringe benefit tax information when required
o Reconcile and provide all payroll information to SARS monthly and for annual compilation of SARS documentation
• Ensure that payslips are issued monthly
Reporting
• Compilation and submission of the following reports:
o Legislative reports
o Salary Reconciliation
o Bonuses
Achievement and management of unit business plans and resources
• Manage and monitor financial risks within the unit
• Ensure sufficient staff and adequate staffing for the Unit
• Implement people management practices for direct reports
• Assign accountabilities to direct reports
• Planning, monitoring and evaluating the performance of direct reports

Other details:
Salary: R450K basic annual salary, highly negotiable depending on experience (market related).
