Job Description


Management & Training Corporation (MTC) is looking for MEL Specialist candidates to design and implement the MEL plan for the anticipated USAID/Southern Africa Sustainable Skills for a Just Transition (SS4JT) activity in the Mpumalanga province of South Africa. This activity focuses on skills development that connects Technical and Vocational Education and Training (TVET) graduates to jobs by supporting innovative specialized programs for green occupations in non-energy sectors and related entrepreneurial capabilities. The MEL Specialist will be responsible for ensuring accurate data collection, analysis, and reporting to support evidence-based decision-making. S/he will work closely with the projectxe2x80x99s technical team to develop tools and methodologies for data collection, storage, and analysis. The candidate will provide training and support to staff and partners on MEL system operations, collection methods, and tools. Duties and Responsibilities:

  • Finalize and oversee the implementation of the Activity Monitoring, Evaluation, and Learning (AMEL) plan.
  • Develop and refine data collection tools and methodologies.
  • Train staff and partners on MEL operations, data collection methods, and tools, including software as applicable.
  • Perform data analyses and generate reports to meet reporting requirements and support project communications.
  • Conduct intermittent performance evaluations, collect, and disseminate lessons learned, and share successes during project implementation.
  • Support the development and maintenance of the project's MEL system, ensuring data accuracy and reliability.
  • Conduct field visits and spot checks to verify data and investigate any anomalies.
  • Compile and analyze data on project indicators for contractual reports.
  • Ensure project staff understand their roles and responsibilities in MEL and use data for learning and decision-making purposes.
  • Communicate MEL information regularly to project staff and external stakeholders as appropriate.
Requirements:
  • Bachelorxe2x80x99s Degree in a relevant field such as international development, social sciences, or a related area.
  • 7+ years of experience in MEL functions.
  • Experience in developing and implementing MEL systems, preferably for USAID-funded projects.
  • Strong analytical skills and proficiency in data analysis software.
  • Demonstrated ability to train and support staff and partners in MEL processes.
  • Excellent written and verbal communication skills in English.
  • Ability to work independently and as part of a team in a fast-paced, multicultural environment.
  • Experience in South Africa and Southern Africa region is a plus.
