Job Summary
To manage all aspects of the Material Recycling Facility (MRF) and maintenance within the Gauteng region, with the overall objective of creating an effective, efficient, and profitable operation. To ensure SHEQ standards are maintained within the facilities in liaison with the SHEQ department and to ensure that production standards and targets are set and managed with optimal efficiency.ResponsibilitiesPersonnel management

  • Responsible for the effective management of all staff reporting to you
  • Ensure adequate staff compliment to deliver exceptional service and meet targets
  • Ensure recruitment and selection of qualified employees
  • Adhere to HR procedures and policies at all times
  • Responsible for employment documents for new staff, complete take-on sheets, job descriptions, issue PPE, etc.
  • Induction and training of new employees and continued development and growth of existing employees
  • Responsible for ensuring that the correct number of staff on duty is in relation to the production flow required
  • Responsible to ensure a safe, secure and clean working environment by educating and directing staff on the use of control points, equipment and resources and compliance with all legislation and policies
  • Carry out assessments on Assistant MRF Manager and / or Senior MRF Supervisors
  • Effective communication of job expectations
  • Monitoring of performance and providing the necessary coaching and counselling as required on a daily / weekly basis as required and develop personal growth opportunities
  • Plan training about different products, code of conduct, SHEQ standards and procedures in conjunction with HR and training department
  • Ensure compliance with all disciplinary procedures and take appropriate action as required (issue warnings, notifications and attend hearings as needed)
  • Set priorities in tasks, set out daily task planning for staff, recommend shifts and revise schedules when applicable
  • Resolve staff problems by analyzing information, investigating issues, identifying solutions and recommending action plans
  • Responsible for managing payroll and remuneration of all MRF employees
  • Ensure that performance appraisals for your staff compliment are completed twice per year
  • Ensure compliance by all employees in terms of policies, procedures and productivity standards
  • Ensure effective communication between relevant departments and management
SHEQ responsibilities
  • Check that the signed GMR2(7) legal appointment in place
  • Ensure that all other legal appointments are in place e.g. first aiders, fire fighters and shifts man (ensure appropriate training is issued)
  • Understand the contents of the safety file
  • Know emergency evacuation plan and conduct planned evacuations twice a year
  • Responsible for issuing of permits to work (PTW) and lock-out procedures
  • Responsible for implementation of excellent housekeeping standards
  • Responsible for appropriate operator training
  • Ensure that all incidents / accidents, spills and near misses are reported, and mitigation and prevention measure are implemented
  • Ensure that planned job observations are carried out by Supervisors
Production
  • Responsible for all staff members optimal productivity by monitoring reports
  • Business planning: Identify cost reductions / savings and elevate productivity
  • Ensure economic and profitable recycling process
  • Ensure accuracy of data on incoming and outgoing material tonnage
  • Negotiate and arrange for the placement of balers, cages and bins as required
  • Implement and supervise the workflow by monitoring the steps, observing control points, equipment and manpower
  • Ensure stock is sold timeously with the lowest possible baled stock on the floor before month-end
  • Provide manufacturing information by compiling, initiating, sorting and analyzing production performance records / data, answer questions and respond to requests
  • Ensure that recyclable material adheres to company standards
Equipment and maintenance
  • Responsible for maintaining machines and equipment belonging to WastePlan in your region in the most productive and safe manner possible
  • Be responsible to monitor maintenance budget and availability (uptime/downtime)
  • Manage the maintenance department in your region
  • Responsible to implement the national service plan by carrying out 6 monthly services on all machines in the region, plus safety checks and ensuring all operators are properly trained and certified
  • Responsible to capture all machinery data on the asset management app
  • Responsible to ensure all GMR legal appointments are in place where applicable
  • Diagnose breakdowns and either repair or call in outside contractors if required in consultation with manager
  • Responsible to ensure that the maintenance team are conducting daily, weekly and monthly check lists for all machines are completed
  • Advise senior management on productivity data and recommendations for machinery
Responsible for managing fixed assets
  • Responsible for keeping asset register and asset management app data up to date
  • Responsible to ensure that all assets are tagged and captured on the app
  • Responsible to ensure that asset management app is used to monitor movement of assets
Fabrication and manufacture
  • Oversee the refurbishing of bins, replacing wheels, bin floors and sides as necessary and repaint
  • Oversee the makeup of new racking, sorting tables and cages for sites
  • Oversee the refurbishing of racking / sorting tables and cages as required
Building maintenance
  • Advise on and oversee the maintenance team with basic electrical repairs
  • Advise on and oversee the maintenance team with basic installations such as plumbing, shelving and the like
  • Advise on and oversee the maintenance team with painting interiors and exteriors
General
  • Ensure that all plant maintenance checks are carried out and data captured
  • Ensure that preventative maintenance is carried out by the responsible person and that the maintenance schedule is kept up to date
  • Supervise the repair of breakdowns and arrange purchase orders and suitable BEE compliant contractors
  • Evaluate and advise on machine and equipment purchases
Liaising with external clients
  • Maintain good relationship with any union and working committees, by following the terms of the collective bargaining agreement (if applicable)
  • Negotiate and liaise with finance department, senior management and suppliers
  • Maintain good relationship with suppliers and contractors
Reporting and administrative responsibilities
  • Responsible for all daily reports:
  • Attendance registers
  • Shift reports
  • Production graphs
  • Responsible for weekly reports:
  • Staff leave reports
  • IOD report
  • Operational feedback report
  • Weekly operations meeting report
  • Responsible for all monthly reports as required
  • Consolidate and check all transactions entering and leaving the MRF for accuracy
  • Keep track of maintenance budget and report to Operations Manager
Requirements
  • Minimum matric. A relevant diploma or degree will be an advantage
  • Management skills, a minimum of 5-years management of staff of +/- 50 headcount experience is required
  • Relevant qualifications and experience, knowledge and skills logistics, SHEQ, HR, production, etc.
  • Knowledge and experience in related waste management and recycling is a preference
  • High proficiency in Microsoft Office is essential
  • Qualified as fitter, millwright or at least 8 years practical experience in the field
  • Experience with three phase electrical systems and fault-finding PLC knowledge an advantage
  • Experience with hydraulic systems and fault finding
  • Welding and boiler making experience and skills essential
  • Valid driver's license
  • Must be well presented, professional and have excellent communications skills
