Job Description


Management & Training Corporation (MTC) Economic & Social Development is looking for Operations & Finance Director candidates to lead the efficient and effective operational management of the anticipated USAID Southern Africa Sustainable Skills for a Just Transition (SS4JT) activity in the Mpumalanga province of South Africa. This activity focuses on skills development that connects Technical and Vocational Education and Training (TVET) graduates to jobs by supporting innovative specialized programs for green occupations in non-energy sectors and related entrepreneurial capabilities.xc2xa0 Reporting directly to the Chief of Party (COP), the Director will oversee all aspects of project operations, including administration, finance, procurement, and compliance, ensuring adherence to USAID policies and procedures. The ideal candidate will possess a strong background in international development, operational management, and a demonstrated ability to lead multidisciplinary teams in a dynamic and challenging environment. Duties and Responsibilities:

  • Oversee the operational management of the project, including finance, administration, human resources, procurement, and logistics, ensuring compliance with USAID regulations and MTC policies.
  • Ensure compliance with USAID rules and regulations and MTC's policies across all operational areas.
  • Oversee procurement processes, ensuring transparency, competitiveness, and adherence to USAID procurement guidelines.
  • Manage project budgeting, financial management, and reporting, ensuring accuracy and compliance.
  • Supervise the human resources function, including recruitment, training, and performance management of operations staff.
  • Facilitate effective communication and coordination between project offices, USAID, and MTC.
  • Prepare operational reports and contribute to project reviews and strategic planning sessions.
  • Other duties as assigned.
Requirements:
  • Masters degree in Business Administration, Public Administration, International Development, or a related field.
  • A minimum of 10 years of experience in operations management in international development projects, with a strong preference for experience with USAID-funded projects.
  • Demonstrated knowledge of USAID regulations and compliance requirements.
  • Proven ability to manage and lead teams in a multi-cultural environment.
  • Strong financial management, procurement, and logistics skills.
  • Excellent organizational, analytical, and problem-solving skills.
  • Effective communication and interpersonal skills.
