Job Description

The senior cost engineer role will be to take lead on the cost controller function and projects costing in the implementation of the cost coding structures and coding of the accounts for assessment against the tender documents, approved awarded contracts, packages and approved budgets / commercial / financial agreements and ensuring compliance with all company policies, procedures and standards.Job descriptionKey Performance Indicator:

Key Responsibilities

• Complete assigned tasks on time, to the prescribed schedule, according to the needs of the assignment or project organisation.
• Management of Project/ Contract budget in the cost control system.
• Process commitments, forecasts and trends in JDE system/ related costing system and generate all costing reports as required.
• Liaise with the Finance department to ensure interface with JDE financial module.
• Work closely with Project Team to evaluate measured progress and determine earned value, preparation and submission of Payment applications, requesting Invoices for both Main Contract and Subcontracts in compliance with contract agreements.
• Compare supplier invoices with progress measures and deal with/ reconcile variances.
• Produce S-Curves as required and use earned value management to obtain performance indices.
• Prepare Cost Reports, Cashflows and Forecasted Cost to Completion for the Project, full analysis to be done on spent versus forecast and detailed analysis of the Project Costs as a whole, all to be managed on CCS.
• Attend and present at periodic project/cost reviews.
• Constant measurements of final forecasted revenue and costs to be done on a monthly basis, and compared with actual progress. Make adjustments for re-measured quantities, discounts, back charges etc. and obtain approval to pay creditors timeously.
• Generate and share project 'budget' accurately as per the estimate as amended by the contract for all costs (P&G's, materials, fabrication, plant, equipment, labour, sub-contractor etc.).
• Conduct general cost engineering/control duties as Project Cost Engineer.
• Scrutinise all contract documents and contracts and isolate cost, time and allowable factors.
• Attend 'set up' meetings and contribute to the pre-planning phase of the project.
• Compile and capture variations/ claims or any scope changes on the Main project as well as Subcontracts and maintenance of a change/variation control register for area/units under their control.
• Work closely with Project Team to evaluate measured progress and determine earned value for units under their control.
• Process commitments, forecasts, trends for units under their control.
• Monitor and trend all project costs for units under control and flag manager with trends.
• Prepare, preserve, secure and compile evaluation/ analysis reports, departmental records, statistical information, technical data and ensure that's supporting documents administration and correspondence is up to date and accurate.
• Identify all committed costs and make the necessary accruals/provisions.
• Reconcile cost report (actuals vs allowable) and communicate inexplicable variances.
• Compile final account for subcontractors and major suppliers before releasing any retentions and pass for payment.
• Ensure reconciliation between accounts department and project reports.
• Analyse and report on variances against programme completion and forecast costs to completion.
• Produce accurate monthly contract cost reports.
• Comply with all internal company policies, procedures and standards.
• Assist procurement department in the generation of package budgets, review and approve RCV (Recommendation for Contract Variations) and PR (Purchase Requisitions), OR( Order Requisitions) on JDE and use monthly reports to assist in identifying open orders, reconciling orders and quantities in BoQ
• Provide feedback to the estimating department on over-and under-budgeted amounts

Minimum requirementsQualification:

• Bachelor's degree in Quantity Surveying or a recognised qualification in the field of Cost Engineering/ Control.
• Knowledge of construction contracts and regulations
• Strong analytical and problem-solving skills
• Excellent communication and interpersonal skillsAbility to work independently and as part of a team
• Ability to travel and be available to work on site for interval periods

Skills & Experience:

• 5-8 years proven experience in a Senior Cost Engineering on a major industrial or power project.
• Extensive knowledge and demonstrated experience using CCS Candy.
• MS Office skills (Outlook, Excel, Word, Powerpoint)
• Knowledge of JDE or similar costing systems a distinct advantage.
