Payroll Compliance Manager will be responsible for managing all aspects of payroll compliance, ensuring adherence to relevant laws, regulations, and internal policies related to payroll processing, taxation, reporting, and record-keeping. Including identifying compliance risks, developing compliance processes, and implementing measures to mitigate risks. Management of the payroll compliance team. Diploma in Finance, Accounting, Human Resources, or a related field. Professional certifications in payroll tax compliance or related fields (e.g. Payroll Administration, Finance) would be advantageous 5 - 7 years experience in payroll compliance, tax reporting, and regulatory compliance, with at least 3 years in a managerial or supervisory role. Experience compiling PAYE and related employee remuneration Act reports and submissions. Compliance Management Supervise and coordinate the tasks and activities of the payroll compliance team. Supervise and manage all aspects of payroll compliance, ensuring adherence to all SARS PAYE, Eti and 3rd party regulations, in accordance with labour regulations and standard accounting principles. Conduct regular audits and assessments of payroll processes and procedures to ensure compliance and mitigate risks. Managing 3 rd party processes and liaising with bargaining councils in specific: Road freight, MIEBC Motor Industries when required. Review monthly reconciliations to various councils and unions. Maintain and plan year end procedures IRP5 and EMP501 as well as EMP 201s. Supervise the LOGs from SARS, ensuring effective management and responses are maintained Supervise the processing of payments for PAYE, SDL and UIF. Review payroll inputs and integrations to ensure payroll compliance is accurately inputted, processed, and reconciled in accordance to SLA, Legislation and other labour regulations. Review and provide guidance to compliance administrators on compliance related matters. Prepare payroll compliance reports for payroll and finance. Manage and maintain the payroll system, ensuring data integrity, system updates, and compliance with data protection laws. Payroll Audit and Controls Identify compliance risks, developing and implementing compliance processes, and ensuring alignment with regulatory and legislative requirements. Assess the impact of payroll compliance risks on the organisation and develop strategies to mitigate risks effectively Implement controls, policies, and procedures to minimise compliance risks and ensure accuracy and integrity in payroll processing Ensure SLAs are established and met with business for turnaround times on various audit deliverables Manage and provide guidance on Internal Payroll Audits quarterly Conducts regular payroll reporting as required and assists with financial audits related to pay records and associated general ledger. Process Improvement Serve as an advisor to Head of Payroll regarding decisions related to payroll compliance strategies, policies, and procedures. Actively identify opportunities to streamline processes, enhance efficiency, and stay updated with industry best practices and regulatory changes Address compliance queries from regulatory agencies or auditors promptly and accurately and ensuring payroll compliance inquiries are resolved in a timely manner. Provide training and education to payroll staff and other stakeholders on compliance requirements, policies, and procedures. Promote awareness of compliance issues and encourage a culture of compliance throughout the organisation. Stakeholder Management Collaboration with Payroll Operations, Human Resources Business partnering, Finance and Divisional Operations to address any payroll compliance related matters effectively. Team Management Provide effective management, guidance and mentorship to the payroll compliance team. Conduct performance evaluations, provide feedback and guidance as well as identify and recommend areas of development for the payroll compliance team. Foster a positive work environment and promote continuous learning and professional growth. Participate and support in people enablement projects xc3x82 xc3x82 Technical Competencies Payroll systems (Dbit, Payspace Regulatory Platforms) Payroll Integration between systems Proficient Knowledge of Financial reports and statements, validating journals, 3rd party functions Knowledge of South African labour laws, tax regulations, and statutory requirements related to payroll.
