Purpose of the position
The Programme and Data Quality lead will be responsible to provide technical leadership and guidance for the scale up of the Our Impact, Our Story (OIOS) initiative across the Southern Africa region. Alignment of field work with industry standards of programme and data quality, as well as data integrity and validity, will be one of the key priorities. The role holder will take a leadership role to provide technical capacity building of Field Office (FO) staff to enhance their capacity and refresh their practices to generate consistent and credible evidence of impact.
Generating regional specific evidence of impact to support external engagement and impact driven resource acquisition will remain among top priority deliverables of the Programme and Data quality lead.
Major Responsibilities
Scale up of the Our Impact, Our Story Initiative across SARProvide technical guidance and capacity building for SAR FOs around the Annual Impact Measurement (AIM). Conduct systemic monitoring and validation of reported AIM data across SAR FOs. Generate non-standard, SAR specific data trends and analysis based on AIM reach and impact data coming from all funding streams and programme types. Act as SAR regional custodian of WV indicator catalogue for both L1 and L2 indicators

Programme Quality AssuranceTechnical guidance and capacity building of the SAR FOs around industry standards and donor requirements for quality programme/project designs, monitoring and impact. Technical guidance and capacity building of the SAR FOs around revised/new organisational guidance of design, monitoring, evaluation and learning (e.g,. revised and simplified LEAP) Timely review and quality assurance of Sponsorship funded programme designs (e.g., technical programmes, technical projects in Area Programmes etc.) Timely review and quality assurance of Sponsorship funded programme baseline and evaluation designs, reports, etc. Provide technical support and monitoring of timely and quality progress reporting on ongoing projects across all funding streams and programme types.
Data Integrity and ValidityIntroduce and roll out data quality benchmarks for each stage of programming (e.g., design, monitoring, etc.) to ensure data integrity and validity across the SAR FOs. Technical guidance and capacity building of the SAR FOs around minimum standards of data quality assurance per industry standards and donor requirements. Provide technical guidance and capacity building of the SAR FOs around the OIOS Indicator Catalogue to ensure data quality from the consistent reporting on both L1 and L2 indicators across all types of programming regardless of the funding stream. Work closely with the regional GDT/IT to ensure that data acquisition and reporting platforms and tools have relevant data quality mechanisms inserted to minimise data quality errors as well as enable timely and quality reach and impact data reporting. Provide technical guidance and capacity building for consistent reach and impact data aggregation across all funding streams and programme types in SAR. Perform frequent data quality checks across all funding streams and programme types to identify region-wide or FO-specific issues of data quality, explore their root causes and take follow-up actions accordingly for improvement. Generate regular data quality briefs/reports to inform FO, regional and technical leadership about status and progress of data quality in SAR.

Regional Evidence of ImpactGenerating SAR specific evidence of impact based on reach and impact data from all funding streams and programme types, including AIM to support evidence driven external engagement and resource acquisition. Provide analysis of reported data per agreed frequency to identify trends and patterns per funding stream, programme type, sector, context, donor promise, OIOS theme, SDG, etc. Identify key findings per analysed data to facilitate their dissemination and interpretation by respective sectoral/functional leads at the RO/FO levels across SAR. Generate regional evidence of impact data (e.g., sectoral analyses) to feed into the development of regional technical capacity statements and inform decision-making. Conduct demand-driven research in coordination with the SAR FOs and SO needs to ensure synergies and alignment.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional ExperienceA minimum of five years of experience working in the field around reach and impact measurement and reporting. A minimum of three years of experience working in primarily grant-funded programmes and/or fragile contexts. Recent field experience tracking impact across different funding streams and programme types (development, humanitarian aid, advocacy) with the application of various quantitative and mixed methods. Proven experience of application of digital tools of data collection and reporting. Proven experience of standard and non-standard data analysis. Proven experience of building collaborative relationships across different functions and units . Proven ability to work successfully in a cross-cultural context.

Required Education, training, license, registration, and certificationMaster's level or equivalent degree in Social Sciences, Development Studies, Humanitarian Assistance or any related field. Commitment to World Vision's mission and values.

Preferred Knowledge and QualificationsHigh proficiency in statistical analysis. High proficiency in various statistical software of data science (e.g., STATA, R etc.).

Travel and/or Work Environment Requirement
The position requires ability and willingness to travel up to 15% of the time.
