Job Description

The Programme Director: New Ventures is accountable to the Chief Executive Office of the Coega Development Corporation.



MANDATE

The Programme Director is mandated to take responsibility for all development and control of new business opportunities of the Coega Project under the specific direction of the Chief Executive Officer.




a) Lead the development and implementation of new strategic projects, from conceptualisation and business model development through to operationalisation across the CDC businesses;

b) Lead the development and implementation of Utilities Projects at the CDC with specific focus on Energy and Water-related utilities; and

c) Work on major commercial transactions on behalf of the organization, which might include mega land transactions.



DESCRIPTION

RESPONSIBILITIES AND OBLIGATIONS




The primary objective of the Programme Director: New Ventures is to:


Implement the strategy for commercial initiatives / strategic projects of the CDC, this will include opportunity evaluation and fast-tracking the implementation of the most deserving projects;

Implement identified commercial projects that drive CDC's new revenue streams, outside of Coega SEZ Investors, and develop those projects to the implementation phase and/or operational phase i.e.:

Develop business models that allow each service to be rendered on a commercial basis and to the extent necessary, commercialize the service renderings; and

Drive the commercialization of the services and/or products to implementation.

Drive and Manage the CDC Energy Projects and ensure that the CDC is the preferred development partner for various energy technologies, especially in the Eastern Cape;

Drive the CDC's strategy of developing water utilities and mega projects, and work on the transition from the CDC being a utility recipient, to a utility service provider;

Manage negotiations on behalf of the CDC, in collaboration with the CDC's Commercial Unit, with Potential Partners. This will include the negotiations of contracts between CDC and Partners in a manner that contributes to the CDC's overall financial viability but recognises the financial, tax, technical, legal and environmental imperatives driving each investment;

Oversee the customization of fit-for-purpose contract documents in consultation with CDC Legal Services and negotiate contracts with Potential Partners for the projects being pursued;

Be the sponsor for the CDC committees charged with overseeing and managing initiatives that will save costs and generate new revenues, whether within or outside the programme. Provide EXMA with regular updates on such projects to ensure constant buy-in and appreciation of those projects and their value to the CDC; and

Drive the CDC's major commercial negotiations, e.g. negotiations with State Owned Entities.




Furthermore, you are to ensure that:




You are aware of and have access to the CDC's SHEMS;

You are aware of your responsibilities and duties as laid out in the CDC's SHEMS;

You are aware that you work in a safe and environmentally friendly manner;

You ensure that the company's housekeeping standards are maintained throughout your area of responsibility;

You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or the Senior SHE Project Manager as soon as possible;

You report all SHE incidents which occur within your area of responsibility promptly and in the correct format;

You are familiar with your responsibilities in terms of the CDC's emergency plan;

You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes;

You timeously complete and correctly record any corrective action which needs to be taken in order to rectify a SHE matter;

You give full co-operation to, and participate in (as required), the CDC's internal and external SHEMS audits.




You have the authority to:




Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission;

Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

QUALIFICATION, EXPERIENCE AND COMPETENCIES






Degree in Commerce and/or Engineering or equivalent;

Master's Degree, preferably in a commercial field / MBA;

Project development expertise;

Ability to turn ideas into viable business proposals;

Experience in property development and commercialization of enterprises or services;

Strong communication skills, both written and verbal;

Strong negotiation and management skills with a readiness to be part of a collective;

The ability to lead cross-functional teams and deal with complex transactions;

Innovation and ability to continuously develop new projects;

An innovative approach to a wide range of issues within the limits of corporate mandates.


EXPECTED OUTCOMES




a) New Annuity Revenue to the CDC;

b) Realisation of Reservation Fees and Ad-hoc revenue for CDC;

c) Implementation of Mega Projects - particularly energy and water-related mega projects;

d) Implementation of the CDC's Maritime Strategy; and

e) Analytics Unit assisting the CDC's business decisions.




PERFORMANCE INDICATORS






Performance is monitored regularly by the Chief Executive Officer, by reference to Key Performance Indicators.
