Job Description


Job Summary Key Activities

  • Support development, implementation and monitoring of District Health Planning (DHP) processes
  • Ensure deployment of roving teams to hard-to-reach populations to conduct HTC; to high burden facilities to support with ART initiation
  • Ensure support for HTC, MMC, OVC and key populations; Defaulter tracing; Adherence support; Support for WBOTs, CCGs and CBOs
  • Ensure strengthening of laboratory and pharmacy services at all levels in the district
  • Ensure CCMDD administrative, management services are implemented and monitored in line with processes supported at national, provincial.
  • Ensure support to HIV/AIDS/TB prevention, care, treatment, OVC and community linkages programmes to high-burden areas
  • Attend steering committee meetings as required by funders/clients
  • Establish and maintain relationships with funders, partners and other NGOs
  • Ensure support for 90/90/90 planning and implementation of interventions
  • Ensure that reporting template which focuses on poorly performing programme/provinces/districts is implemented and monitored
  • Ensure that all projects reports are completed and submitted in accordance to work plans and funder contracts.
  • Ensure responsiveness to donors and funders
  • Ensure that the M&E team capture the DATIM system quarterly
Facilitate development and piloting of Synchronised Health Electronic Access (SHelA) software package
  • Ensure continued development of SHelA, i.e. piloting and initial implementation in selected areas, including:
  • Attend strategic networking meetings and forums with, CDC funder meetings, NDOH, partners and district meetings and solicit feedback from stakeholders. Provincial meetings with PCs /project managers and DCs
  • Participate in strategic meetings with work stream leads and other stakeholders internal as well as external
  • Monitor performance of partners and subcontractors
  • Develop criteria to define value for money (high quality, long lasting efficient and cost effective, replicable and sustainable positive impact on health outcomes using HST approach)
  • Provide product leadership and innovative services that respond to the stakeholder needs and best service in the market and in accordance with HST standards
  • Convene face to face meetings with national, provincial and districts management at least once a year
  • Manage challenges and escalate risks timeously
  • Identify opportunities for collaboration and strategic partnership
  • Support the development of a Community to Facilities referral tool
  • Facilitate training of DoH staff on UTT guidelines
  • Develop a sustainable mentorship model within the current departmental resources focusing on the mentorship/supervision role
  • Strengthen and support the OHSC processes
Strengthening care and treatment practice through mentorship/Supervision modelFinancial:
  • Monitor programme expenditure, reduction of operational expenses, variance analysis in conjunction with M&E project Managers
  • Monitor and authorize expenditure for project/programme; manage time sheets
  • Draft budgets, submit budgets and carryover requests to the funder as required
  • Act on expenditure issues identified within the programme: resource utilization; asset management and compliance with audit standard
Organisational:
  • Attend and participate cross unit activities including subcommittee and finance meetings
  • Contribute to the development, implementation and monitoring of the operational plan for the HSS unit
  • Identify topics for case studies and success stories and support unit staff in writing these up. Facilitate publishing of branded newsletter every two months
  • Adherence to code of conduct and lines of communication
  • Ensure management of independent contractor and sub-contractors
  • Realign resources geographically and programmatically to accelerate HIV/TB treatment prevention including tools, training material, guidelines. SOPs and check list
  • Ensure all project/programme staff have detailed measurable work plans and submit weekly work plan
  • Ensure M&E of log frames plans and project; TIER.Net; DHIS and ETR.Net; Data quality; Use of information for management
  • Ensure Policy and Planning; Support the alignment of DIP, APP and DHP
  • Ensure archiving of project information, minutes of meeting and knowledge management repository
  • Ensure scaling up of district activities that will include community, OVC, CCMDD, ideal clinics and ICSM
  • Ensure performance management and disciplinary procedures are followed according to legislative and organisational requirements
  • Manage performance review process for the programmes/projects
  • Responsible for effective internal communication through attendance and participation in:
  • Attend HSS Committee meetings
  • Programme/Projects meetings
  • HSS Unit meetings
  • HST forums
  • Responsible for effective internal communication through submission of HSS Unit reports, programme and project reports for internal and external publications
  • Board report
  • Annual report
  • Sub com reports
  • Management reports
  • WPSP report
  • Website SAHR
  • Annual financial statements
  • News letter
  • Contribute to policy changes and internal organisational processes and SOPs
  • Ensure quarterly review of programme project/provinces & districts progress
  • Facilitate monthly meetings with project managers and provincial coordinators & district teams
  • Support staff to conduct probation reviews and apply remedial action where necessary
  • Ensure probation reports are completed on all staff
  • Identify core skills and competencies required in the programme & project teams
  • Ensure a reflection on how to improve on approaches, quality, and outputs and new innovations for self and teams to create effective performance and team work
  • Identify and take responsibility for personal growth and professional development
Human Capital
  • Identify skills requires and skills gap and develop skills plan
  • Identify opportunities for staff development and motivate for attendance at seminars and conferences
  • Contribute to but not co-ordinate funding proposals / tenders from a technical perspective
  • Conduct mentorship, coaching and technical support to team members in order to improve performance
  • Develop budget in conjunction with the Project managers and M&E manager with assistance from Finance
  • Ensure and facilitate staff access to wellness programme
  • Conduct staff satisfaction survey/climate survey

  • Willingness to travel as required and has a valid drivers license
Education, knowledge and Experience
  • An appropriate university degree or equivalent in health. A Post graduate qualification in public health on a Masters level is recommended
  • At least 5 years relevant experience in public health, programme and project management and in the NGO environment.
  • Donor funding environment both nationally and internationally, Health Systems Strengthening, TB and HIV programmes, Health Information Systems, Monitoring and Evaluation, Public Health Sector, District Health System, OVCs, community linkages and Key SA health policies
  • Strong understanding and application of programme, Project management skills and software, competence in Monitoring and Evaluation. Ability to think and plan strategically, to liaise with people at all levels of the health system. Ability to analyze and interpret technical information and sound financial and personnel management capacity. Ability to manage people in a participative and empowering way, excellent communication and writing skills. Ability to act as a mentor and providing leadership
  • Experience of working in a public health setting in government or and NGO.
