To provide strategic leadership and management to provincial implementation of HIV prevention/treatment and complementary services in Western Cape, Vhembe, Ekurhuleni, and Gauteng (Total of 4 sites)

Key performance areas:
Provide senior strategic leadership to fulfil the objectives of the USAID-funded Award Advancing the South African HIV Response for Key Populations, Sex Workers and Transgender
Lead the technical design, implementation and continuous improvement of clinic- and community[1]based primary, HIV, and gender-affirming health care services for key populations in the Johannesburg Health District
Monitor and review the implementation and progress of site level implementation plans in conjunction with relevant stakeholders and the Wits RHI Key Populations Programme team
Regularly monitor and track site performance in relation to programme targets
Anticipate implementation challenges and work with the appropriate team leads to develop, resource and implement corrective measures
Actively participate in the Key Populations Programme's senior management team, providing support to all activities and special projects
Support the development of effective outreach strategies (e.g. Enhanced Peer Outreach Approaches, Social Network Recruiting) to ensure increased service accessibility and acceptability by the sex worker and transgender communities
Support budget development with senior management, control and monitor expenditures of the clinic, adhering to relevant finance and procurement policies
Analyse data to track progress towards targets and optimize implementation of activities to achieve the 95-95-95 targets as per donor requirements
Ensure compliance with Wits RHI, Department of Health and USAID policies, contracts, and agreements
Support the monitoring, evaluation & recording of outputs to evaluate the impact of the programme
Support the implementation of clinical guidelines at a site level through on-site mentoring support and contribute to achievement
Perform and comply with administrative procedures associated with accurate clinical record keeping and reporting including patient records and confidentiality
Ensure availability and accessibility of essential medicine for the clinic; and compliant and effective safety, quality control, and record keeping of medicine at hand
Attend to all staffing requirements & administration
Supervise & manage the duties of subordinates to ensure optimal staff utilisation & maintenance of sound labour relations
Write, communicate and share work plans with all employees on site and review work plans when necessary
Perform & facilitate performance development & assessments
Identify substandard performance by team members & take necessary corrective action
Ensure that staff welfare issues are communicated through appropriate HR and management structures as well as back to/with staff
Handle grievances and participate in disciplinary hearings as relevant
Coach & train subordinates & team members to ensure the acquisition of knowledge & skills required by the organisation
Promote harmony, teamwork & sharing of information
Promote and position Wits RHI as a visible leader in public health innovations for key populations through networking, strategic engagements, active partnerships, publications and presentations at various forums
Develop and effectively manage relationships with different key stakeholders in Cape Metro including but not limited to sub-partners, DoH, District AIDS Council, SAPS and NGOs
Ensure accountability, transparency, and good stewardship of DoH consumables, supported by the required reporting, agreements & stakeholder engagements
Coordinate with relevant Wits RHI staff/stakeholders in sensitizing district level government authorities about programme activities, service users, and programme implementation
Maintain mutually respectful and accountable relationship with Wits RHI, sub-partners, and other district stakeholders
Coordinate with other NGOs, private sector players and internal stakeholders on resource allocation/mobilization and information and ensure that appropriate synergies are achieved to avoid duplication of effort
Coordinate closely with senior management and the relevant HR teams to appropriately resource, manage and mentor the district-level team
Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
Identify training gaps at sites and arrange necessary trainings with the training department
Required minimum education and training:
Post Graduate Degree (Honours) in Health or Social Sciences
Required minimum work experience:
5 to 8 years' experience in a middle management role in the public health field and HIV/TB Management
Experience working in a managerial role at a health care center or clinic
Extensive experience working with donor funded programmes
Experience with management of multiple stakeholders
Experience in data analysis and utilization
Good understanding of quality improvement systems, monitoring and evaluation
Desirable additional education, work experience and personal abilities:
Understanding of the challenges facing key populations in the health context
An ability to communicate and work with sex workers and transgender people in community settings
Previous experience in Sexual Reproductive Health (SRH) services and ART adherence support
Management or leadership qualification
Knowledge of national, provincial and district health structures
Experience working with donor funded programmes and reporting requirements
Knowledge of clinical and data management and analysis
Proactive, energetic team leader with an ability to adapt to complex.
Self-motivated, able to work independently, takes initiative and work as-part of a multidisciplinary team
Understanding of budget management
Advanced Microsoft Office skills
Able to speak other South African languages
