Job Description


The Programme Manager is responsible for the effective management and technical oversight of the Bill and Malinda Gates Foundation Quality Improvement grant under the leadership of the Regional Director for QI. This grant is based within the National department of Health HIV and STI Cluster, within Operation Phuthuma. This exciting senior position will be required to collaborate with high level stakeholders and will contribute significantly to the enhancement of the field of QI in the South African Department of Health. The programme manager will be responsible for all key deliverables and technical growth of internal staff as well as DoH staff within all provinces supported by the grant nationally. The successful incumbent will also line manage SI staff and ensure that their work is aligned to QI strategy, deliverables and reporting requirements.Technical Work Responsibilities

  • Design and technical oversight of innovation projects
  • Documenting and spread of change packages through DoH and Implementing partners
  • Recording and reporting of best practices
  • Ability to develop QI reports for various stakeholders
  • Design and implementation of QI tools and training material
  • Responsible for the implementation of a capacity development strategy
  • Apply knowledge and understanding of HIV/AIDS

Education
  • Four-year Bachelors degree from college or university
  • Improvement Advisor Qualification
Advantageous
  • Certificate in Programme Management recommended
  • Improvement Advisor Qualification from IHI
Experience
  • 4 years experience in managing and leading QI strategy and improvement staff
  • 4 years experience in health setting
  • At least 5 years staff management experience
  • Proven track record of capacity building in QI
  • At least 4 years experience in using data for all improvement purposes
Requirements
  • Ability to develop and lead improvement science strategy, implementation plan and staff
  • Ability to showcase QI projects that have resulted in improvement
  • Intimate knowledge of and experience in Operation Phuthuma QI approach
  • Deep understand of and ability to apply and teach the theory of profound knowledge, creative thinking, model of improvement
  • Demonstrate the ability to analyse data for improvement use
  • Developing QI reports for internal and external stakeholders
  • Design and implementation of QI tools and training material
  • SA Citizen or valid work permit to work in South Africa
  • Advanced computer skills
  • Valid drivers license
  • Own car
  • Excessive overnight travel (up to 60%) by land or air if required
  • Willing to work overtime.
  • Willing to travel.
