To support the facility team in supporting DoH to strengthen health systems for quality HIV and TB services and to implement 95 9595 strategies, monitor programmatic performance and support all Wits RHI related activities

Key performance areas:
Support sub-district plans to deliver on the activities outlined in the Gophelega implementation work plans for all key programmes at facility and community (HTS, DMOC, MCH, TB, Retention, PSS and ACC)
Participate in monitoring and reviewing progress on the implementation of the Programme work plans in conjunction with the internal stakeholders
Support Sub-district/Facilities in improving the 95.95.95 Cascade by implementing data driven interventions
In collaboration with DoH support health system strengthening activities including periodic assessments (RTCQII, AYFS, ICSM, DQAs, CCMDD Quarterly Assessments, TB mortality audits Quality Assurance etc.)
Ensure adherence to DOH guidelines through regular file and register audits
Undertake regular site visits to ensure and support implementation of activities according to planned interventions
Support institutionalization of the referral system policies
Support regular data and clinical care improvement activities e.g. Mop up, HAST activity calendar and Festive season plan)
Support availability and monitor the use of data collection and reporting tools as set out for the program
Support and guide CBOs with implementation of key Programme activities
In collaboration with QI Support Sub district/Facilities in improving the 95.95.95 Cascade by using data to identify gaps and develop QIPs
Conduct baseline assessment to establish HIV/TB Programme needs at allocated sites
In collaboration with QI department support and create an enabling environment to implement innovative Programme strategies using QI Methodologies as needed
Conduct regular analysis of underperforming indicators and link with Wits internal team, HAST coordinators and DoH OPM for QI planning and monitoring
Develop a milestone document with timelines (work breakdown structure) for implementing interventions for successful QIP and ICSM implementation at facilities
Support DoH QI approaches by actively participating in Sub-district/facility QI meetings (SPMR, Hurdle meetings, Nerve Centre meeting and Data Review meeting)
Conduct skills audit and identify training needs for both WITS RHI and DoH staff
Liaise with the WRHI Training Department to address training needs
Provide ad hoc in-service training at allocated sites as need arises
Support the implementation of clinical guidelines at the facility level through on-site mentoring support
Mentor NIMART trained Nurses and ensure completion of POEs and certification
Provide on-spot coaching, mentoring, feedback and support to non-clinicians at supported sites
Participate in ongoing mentorship programmes initiated by WRHI and DoH stakeholders
Evaluate the effectiveness of training by obtaining feedback from stakeholders and/or relevant assessment
Function as consultant in assisting Wits RHI and DoH managers with all aspects of Health System Strengthening
Communicate regularly with local collaborators and stakeholders (SI, PHC and Community Managers, Programme Managers, Capacity including QI)
Provide feedback to internal and external stakeholders
Compile and disseminate weekly, monthly and quarterly reports to the relevant stakeholders in line with prescribed timelines (Baseline and progress reports, Mentoring reports, Output reports, QIP progress reports, success stories etc.)
Prepare and support ad hoc reports as required
Support preparation of key programmatic presentations as need arises

Required minimum education and training:
Relevant Nursing Degree and Nursing Diploma experience
Required minimum work experience:
Minimum 5 years experience in Public Health and HIV Management
Professional body registration:
South African Nursing Council
Desirable additional education, work experience and personal abilities:
Post-graduate Degree or Diploma in HIV Management or relevant field
Good understanding of quality improvement systems, monitoring and evaluation
Knowledge of PEPFAR programmes and PEPFAR partners
Good organisational and administrative skills together with working knowledge of Microsoft Office
Ordered and systematic in approach to tasks
Attention to detail, pro-active, able to exercise discretion and independent decision-making
Able to prioritize own workload and work towards deadlines
Self-motivated, able to work independently and work as part of a multidisciplinary team
Able to speak other African languages
Demands of the job:
Overtime may be required from time to time
Must be contactable after working hours
May be required to work at sites that are under resourced and operate in a highly pressurized environment
Communications and relationships:
Maintain effective working relationships with Senior Management and WRHI staff at all levels
Communicate effectively with all external stakeholders such as donors, Department of Health (DoH), media, medical and academic institutions, community and other partner organizations
