Develop Project Charter describing the high-level business problem to be addressed, the project requirements, purpose of the project, the way the project will be structured as well as key success factors for implementation
Conduct an assessment on project pre-feasibility, strategic value and importance and related risk analysis as an input into project prioritization
Develop detailed project requirements and prepare business case which accurately outlines and addresses expected benefits, costs, payback period and cash flow considerations
Mobilise project team, develop a Work Breakdown Structure and request a provisional team schedule from the PMO
Establish performance criteria, key performance areas and manage project scope on an ongoing basis
Manage the development of a solution design and perform the appropriate level of engineering design where required
Manage the development of a detailed project plan by consolidating the project requirements, considering costs and expenditures and expected timescales
Support the submission of feasibility study and creation of CAPEX Proposal for submission to Finance
Manage, monitor, evaluate and report on ongoing project performance progress and achievements, including ensuing that project remains within budget
Update project plan and communicate all necessary changes to relevant parties and stakeholders
Responsible for successful implementation of project from start up to close including completion of all required supporting documentation and deliverables
Monitor and control project work including scope and cost control, review of team deliverables, quality control with assistance from PMO and resource management
Overall responsibility for management of governance and risk relating to the project
Ensure all issues and risks are logged, highlighted and escalated when appropriate
Drive appropriate actions to reduce the likelihood of risks occurring and execute on risk mitigation or issue resolution proposed
Cultivate and maintain good working relationships with relevant stakeholders, consultants and contractors as well as programme manager
Ensure timely reporting and effective communication to programme manager and other senior management when required
Provide direction, guidance and support to project team members and share knowledge and expertise required for optimal project delivery
Conduct performance management of team members and develop team through appropriate on-the-job training
Agree and implement own and sub-ordinates development plans.
Accountable for functional performance, within the agreed strategic framework and approved plans.
Forecast learning requirements and pipelines related to legislative and industry changes.
Provide input to CAPEX/OPEX budget.
Track and monitor expenditure.
Compilation of tender documentation.
Support the process to advertise and evaluate tenders, compile a recommendation for the tender board and appoint vendor.
Anticipate change and align reporting and information requirements.
Forecast deviations and take long-term proactive action.
Initiate audits
Obtain, check and refine information
Create, collate and submit reports including PMO report submissions
Run data exception reports and take corrective action.
Conduct document control spot-checks.
Technical Skills and Experience
Bachelor's degree Built Environment disciplines (4 years - 480 credits) Essential.
Diploma in Project management Essential.
South African Council for Project and Construction Management Professions (SACPCMP) or other Built environment council (Mandatory)
5 years operational experience in Project Management, procurement exposure, including coordination and implementation of multidisciplinary infrastructure projects is essential.
2 years operational experience in People and Stakeholder Management is essential
Proficiency in MS Office is essential
