The incumbent also oversees the implementation and expansion of medical and quality of care initiatives within the province, ensuring delivery of high-quality standard of care for all patients. The Provincial Medical Manager also ensures collaboration of his/her department(s) with the contributing programmes and related stakeholders in the region to ensure a holistic approach to cover the full spectrum of patient management. He/she offers recommendations on issues related to and participates in: improvements of client satisfaction, medical training, clinical risk management and clinical malpractice.Essential Duties & Responsibilities:Leadership and Management
  • Participates in the Planning, Organizing, Leading and Controlling (POLC) cycle of all AHF medical and clinical operations in the Province.
  • Oversees AHF medical and clinical (treatment and care) operations in the province and supports the National Medical Director to deliver quality medical and clinical services efficiently and effectively.
  • Collaborates with the Prevention team to ensure linkage of prevention and outreach activities to the treatment and care programme through well-established processes of patient linkages and service integration.
  • Works closely with the M&E team to ensure effective M&E of the HIV/AIDS programme in the province, covering the full cascade of patient care.
  • Collaborates with key stakeholders, including other partners, within the Province for better coordination and reduced duplication of activities and initiatives in the supported districts and sites. The PMM will maintain strategic partnerships within the province and, working with the fellow provincial managers, ensure the required reports and presentations on the performance within the supported district(s) in the province are provided.
  • Actively participates in key partners and other stakeholder meetings, including nerve centre meetings, and keeps senior management abreast of matters discussed.
  • Takes the lead in clinical governance and ensures related activities take place, including clinical audits and CMEs.
  • Works with the fellow provincial managers to ensure the development of annual work plans for the sites within his/her region.
  • Ensures effective human resource management within provincial medical operations. This will include conducting staff needs assessments, shortlisting, interviewing, and induction of new hired staff within the medical department. The incumbent also participates in setting performance targets and ensuring performance appraisals, disciplinary processes where applicable and dealing with grievances and conflict management of employees under his/her supervision.
  • Management of other resources such as AHF equipment and infrastructure within the medical component. This will include contributing to needs assessments and planning for supported health facility infrastructure and equipment, and formulating the annual CAPEX plan and workplan jointly with fellow provincial managers.
  • Deputizes for the National Medical Director in his/her absence, as may be required.
Supervisory Responsibilities:
  • Provides direct supervision to the following positions, where applicable, within the assigned province: Medical Officers, Nurse Mentors, Pharmacists/ Pharmacist Assistants.
  • These divisions include, inter alia, doctors, nurses, laboratory and pharmacy staff (where applicable) working within the supported facilities and roving team(s).
  • The PMM would ensure continuous growth and learning within the team.
  • Responsible for appraising performance; rewarding and disciplining employees who he/she supervises; addressing complaints/grievances and resolving problems relating to medical/clinical operations raised by staff and clients.
Clinical and other responsibilities:
  • Ensures high quality of clinical services is delivered at all AHF supported sites in the province. He/She will lead clinical governance activities and initiatives in the province, and chair monthly Provincial Clinical Governance Committee meetings.
  • Participates in National Quality Improvement Committee meetings and ensures the delivery of necessary QIPs at supported sites to improve medical / clinical operations and outcomes.
  • Supervises and implements quality management activities and monitoring of applicable quality benchmarks, facilitation of quality assurance and quality improvement sessions.
  • Formulates and promotes the implementation of relevant standard operating procedures for all activities relating to good clinical practice.
  • Identifies early warning resistance indicators and intervention strategies.
  • Strengthens and ensures TB/HIV, ART, NCDs, PMTCT, Cervical Cancer and STI screening and SMC services are delivered in an integrated service delivery model.
  • Is the point person for clinical management of difficult cases in the Province.
  • Provides regular and routine (at least 3 days a week) comprehensive support visits (on-site) to all facilities and ongoing mentoring to the field staff supported by AHF, and reports back on same to senior management.
  • Ensures optimal operations of the laboratory services, including functioning of sample referral networks at regional level.
  • Works jointly with the AHF pharmacy staff to ensure that pharmacy operations are in accordance with good pharmacy practices.
  • Works with fellow provincial managers and other stakeholder to ensure effective patient flow in all sites, especially those with high volume of patients. This includes assisting in and coordinating time-in-motion surveys and client satisfaction surveys to monitor performance.
  • Oversees the timely collection, compilation, and reporting of the relevant routine and specific medical/clinical data to guide decision making at site, regional and country programme level.
  • Participates in monitoring and evaluation (M&E) of care and treatment performance against monthly, quarterly and annual targets and ensures that they are achieved in all regional sites
  • Ensures timely compilation and submission of monthly reports as required
  • Identifies and promotes operational research at site level and builds capacity among the staff in case presentations and elaboration of scientific papers.
  • Remains updated on current trends and standards in clinical management of HIV/AIDS and related illnesses.
Participation in AHF Meetings/Committees:
  • Relevant Management Meetings, including at least monthly medical staff/medical management meetings
  • Provincial Clinical Governance Committee meetings
  • Provincial/National Quality Improvement Committee meetings
  • Risk Management meetings
  • M&E meetings
  • Technical Partnership and stakeholders meetings, including district/sub-district nerve centre meetings, meetings with lower health units
  • CME activities/ meetings
  • Medical Directors calls at the Bureau, where required

  • Other meetings as assigned

  • Must be a Medical Doctor from a certified institution (MBChB/ MBBS or equivalent). Additional qualification in health systems management, public health, infectious diseases or internal medicine is required.
  • Minimum of five years medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
  • Five years or more of recent experience with HIV/AIDS management; two years minimum of administration and programme management experience with knowledge of clinical protocols and procedures in the management of HIV and related diseases.
  • Experience in clinical governance, planning and budgeting required
  • Experience in quality management and assurance practices desired
