Job SummaryPublic Education and Outreach OfficerSection: Public Education and OutreachRemuneration: R 732 576,75 (per annum cost to company)Details of the vacancyThe Western Cape Provincial Parliament has a vacancy for the role of Public Education and Outreach Officer.This role is part of the Public Education and Outreach section and reports to the Senior Officer.Primary responsibilities include (but are not limited to):

  • Collaboration and consultation with the team in the unit and other business units to enable meaningful public participation in the legislative and other processes of the provincial parliament.
  • Responsible for, amongst others, educating diverse groups of stakeholders about the work of the provincial parliament and cultivating strategic partnerships with stakeholders to advance the institution's goals and increase its presence in the province.
  • Passionate and interested in people as you develop and expand existing engagement programmes, working closely with the Senior: PEO Officer and other team members to create novel and effective engagement ideas.
  • Build and maintain stakeholder relations through focused civil society engagements.
  • Possess high levels of enthusiasm for your work and an ability to work independently with good self-motivation skills.
  • Very good planning and organising skills to ensure successful programmes as these require working with supply chain and significant logistical arrangements.
Essential requirements for the roleApplicants wanting to be considered for the role must have:
  • A three-year tertiary qualification/bachelor's degree or BTech equivalent to NQF Level 7 in a relevant field (humanities, social studies or law)
  • Fluent in at least two languages, Afrikaans and English. In addition, fluency in IsiXhosa would be advantageous.
  • Minimum of 3 years' experience in facilitation, project management and stakeholder management.
  • Valid driver's license (including manual gearbox) and willing to drive in order to carry out required job functions.
  • Work involves frequent travel within the province.
  • Applicant must be willing and available to work over weekends and/or on Public Holidays.

Summary of Duties and Responsibilities:Public Education
  • Contribute to the formulation and implementation of the annual educational programme.
  • Support the development of educational resources with identified role players.
  • Conduct basic research and participate in the review of existing educational resources.
  • Facilitate educational initiatives with internal and external role players.
  • Consult and plan educational initiatives with relevant stakeholders.
  • Write programme reports.
Outreach and Engagement
  • Contribute to the formulation and implementation of the public outreach programme.
  • Contribute to the maintenance of a stakeholders database.
  • Promote, Implement and report on public outreach activities.
  • Contribute to the conceptualisation and implementation of sector-specific engagement programmes.
  • Support Members and the Speakers Office with implementation of outreach programmes.
  • Facilitate meaningful participation in the law-making and other processes of the provincial parliament.
Programme Logistics
  • Logistical planning for assigned programmes.
  • Procurement of service providers via internal platforms.
  • Oversee booking of vehicles, venues and educational materials request by PEO Assistants.
  • Consult and implement logistical plans for institutional programmes with internal and external stakeholders.
  • Follow up and provide status updates to the Senior: PEO Officer on programme readiness.
Administration of Petitions Process
  • Understand and be familiar with the WCPP's petitions process.
  • Incorporate petitions content in all educational initiatives.
  • Collaborate with external and internal stakeholders regarding petitions education.
  • Assist petitioners with compiling petitions.
  • Contribute to the compilation of petitions register and reports.
