Leading the development and implementation of an integrated safety and health systems (specifically related to Radiation Protection) by interpretation and integration of policy, technical standards (national and international) to ensure compliance to regulatory requirements and to protect the environment and the health and safety of the workers and the public
Key Performance Areas:
Necsa's Radiation Protection and SHE system with resources and support systems for RP
Lead the identification of deficiencies in; initiate and head the development, implementation and revision of; Necsa's RP System, Processes and Procedures to ensure compliance to SHE requirements, standards and regulations.
Collate and compile raw data to contribute to the compilation of integrated reports (Divisional, Corporate, National and International level) to ensure compliance and improvement of health and safety programmes (specifically for radiation protection). Incorporate and review reports from other specialist.
Lead the development and maintenance of evaluation matrices for the monitoring and evaluation of health and safety programmes (specifically for radiation protection)
Pro-active evaluation of systems and situations to prevent non-conformances or degraded safety performance, and development of suitable solutions and improvements to reduce Necsa's SHE liabilities
Lead the identification of deficiencies in, initiate and head to the development and implementation of integrated resources, software information systems, infrastructure and support systems to optimise the health and safety programmes and to ensure effective management of SHE requirements (specifically for radiation protection).
Technical support and Specialisation
Advise project leaders on the integration of radiation protection measures into the design of new and modified projects (facilities/processes/equipment) with a long-term impact.
Provide a specialist operational radiological protection service during the design and operational phases of projects and facilities including the evaluation of radiological protection aspects of safety assessment reports, regulatory approval requests.
Review of and provide advice in the development of Radiation Protection Programmes of facilities.
Lead, initiate and provide technical leadership for studies in respect to various disciplines in the field of radiation protection (e.g. Personnel Monitoring, Workplace Surveillance, Instrumentation, Emergency Response and Planning, Transport, Public Exposures etc.).
Investigate and report on events and directives from regulators. Participate in and lead investigations of major radiological and other SHE incidents. Develop and coordinate responses and other written communications pertaining to incidents.
Act as designated Radiation Protection Specialist and other relevant designated functionaries defined in various regulations/ standards / instructions.
Develop and maintain relationships with experts and organizations (national and international) in the RP field. Represent Necsa and/or South Africa and/or act as technical expert at national and international committees (e.g. IAEA). Execute actions to address challenges where in-depth evaluations are required. Participate and lead in the development of National and International processes, systems, requirements (RP Related).
Interface with peers, technical experts and senior/exec management, to develop solutions, negotiates conflicts, and ensures adequate level of service.
Lead, develop and or review a comprehensive RP training programme. Provide technical guidance to other RP Specialist and RPOs and actively participate in the training and development of RP professionals.
Participate in the development of the Necsa Emergency Plan and fulfil designated emergency functionary role.
JOB REQUIREMENTS
KEY KNOWLEDGE & SKILLS
Advanced knowledge and understanding of relevant National and International Acts, regulations, licenses, permits and standards pertaining to radiation and nuclear industry.
Advanced knowledge and understanding of radiation protection principles.
Implementation of and advanced knowledge and understanding of individual monitoring or dose calculations to exposed workers, public or patients (external and internal exposures).
Implementation of and advanced knowledge and understanding of radiation detection principles and instrumentation.
Knowledge and skills in using of typical computer programs and specialized RP-related software.
Excellent oral and written communication skills, including the ability to write concise, complete and accurate technical reports.
Negotiation skills (e.g. for dealing with regulatory authorities and diverse parties).

Qualifications and Experience:
Education
:
MSc degree (Science) PLUS an inclusive or additional qualification at NQF Level 8 in Radiation Protection (if not part of qualification).
Experience:
5 years' experience in radiation protection and/or occupational hygiene of which 2 years are at a senior level
Professional Registration (E.g. as a scientist at SACNASP, Medical Physicist at HPCSA)
Applicants will be required to complete a training and development programme in order to be certified as an RPS
3 years' experience in a SHE system will be an advantage
