JOB PURPOSE:



The Revenue Consultant: Rates and Account Clearance is responsible for ensuring accurate billing, reconciliation, and clearance of municipal rates and accounts. The role involves managing property reconciliations, ensuring compliance with local government legislation, and maintaining accurate financial records.

RESPONSIBILITIES



Compliance and Governance

Ensure adherence to management and council resolutions, internal controls, policies, and by-laws as regulated by local government legislation.
Property and Financial Reconciliation

Conduct property reconciliations on General Valuation Roll (GVR) and Municipal Financial System (MFS) in accordance with Treasury guidelines. Review and reconcile the debtors' age analysis with the General Ledger to confirm outstanding balances. Verify that the total outstanding debtors per debtors' age analysis align with General Ledger accounts. Perform a reconciliation between the number of properties listed on the Valuation Roll and those billed for basic services.
Property Valuation and Rates Management

Assess property values and determine the appropriate rates and taxes in line with municipal policies. Liaise with Town Planning and Development Planning to ensure that rates are correctly levied.
Account Management and Revenue Collection

Regularly review and reconcile municipal accounts to ensure all payments, adjustments, and credits are accurately recorded. Ensure that all payments are correctly allocated to the respective accounts and address overpayments or underpayments. Collaborate with debt recovery and collection teams to follow up on overdue accounts and resolve outstanding issues. Ensure that all received payments (e.g., property taxes, service fees, fines) are recorded accurately in the municipal financial system.
Record-Keeping and Reporting

Maintain accurate and up-to-date financial records for all municipal accounts, ensuring that transactions, balances, and credits are correctly reflected. Prepare and submit financial reconciliation reports, property assessments, and account clearance documentation.

PREFERRED QUALIFICATIONS AND EXPERIENCE



Bachelor's degree in finance, Accounting, Business Administration, or a related field. Minimum of 3 years of experience in municipal finance, revenue management, or financial reconciliation. Strong knowledge of municipal rates, taxation, property valuation, and clearance procedures. Experience working with General Valuation Rolls (GVR), Municipal Financial Systems (MFS), and financial reconciliation processes.
