Job Description

Job profile:





Develop, implement and maintain the Integrated Management System (IMS) ensuring compliance of the IMS to the NECSA SHEQ-INS system, the relevant SHE, SAHPRA and NNR Acts and the applicable licences.


Key Performance Areas




Provide guidance and assist line management in the implementation of a certified SHE management system and develop SHE related procedure. Ensure compliance by including new requirements and identifying possible shortcomings to ensure a streamlined and effective SHEQ system. Act as catalyst between corporate safety specialist disciplines and the line management in order to ensure a coordinated effort to continuously improve SHE performance at operational levels. Provide technical guidance to Safety Officers in the implementation of SHE Programmes. Coordinate the activities of Safety Officers and collate feedback from Safety Officers for feedback to management. Manage execution of Health & Safety Committee Meetings, chair such meetings and prepare/contribute to the Building Safety Meetings. Report SHE matters to line management and other relevant stakeholders. Compile reports and report on the status and effectiveness of the SHE programme. Prepare and present training on the facility SHE programmes. Coordinate facility H&S structures and resources (human, technical and financial) with relevant competencies to discharge multiple SHE functions. Manage incident reporting and lead/facilitate in incident investigations. Prepare and manage Safety Risk evaluations and approve contractor's HIRA. Invigilate activities of the contractor and ensure that means of controls exist between the client and contractor to stop any work that endangers or has the potential to endanger contractor and Necsa workers. Ensure SHEQ inspection and audits are carried out on construction sites to ensure compliance with Necsa SHEQ requirements. Form part and advise at Project Safety Committee meetings on project safety to ensure compliance Advice on the requirements for contract documentation related to construction SHE requirements and ensure availability of project specific SHE documentation for distribution to contractors is included in the tender submissions. Advise and provide guidance in the development of contractor's SHE plans. Evaluate and approve contractor's health and safety plans to ensure compliance to the Necsa standards. Confirm contractor's competencies, knowledge and resources to carry out project work or construction work safely.

Job Requirements




Key Knowledge & Skills



Knowledge of the danger of radioactive substances and hazardous chemical materials. Knowledge of relevant statutory and regulatory requirements, i.e. OHS Act, Nuclear Energy Act Knowledge of implementing and maintaining safety, health, environment and quality systems NNR regulations

Competencies



Ability to work independently and collaborate with a team to produce quality service within Tight timeframes. Time Management Strong analytical, problem-solving, Regulatory Orientation Problem solving Safety Orientation


Qualifications and Experience:




Education

:


National Diploma in Safety Management or Degree in Safety Management and/or Quality Management. Formal safety management courses such as SAMTRAC and IT IS. Formal quality management training to enable understanding, implementing and auditing of QMS 9001:2015.

Experience:




At least 5 years of experience in the implementation and maintenance of SHEQ systems.
