PURPOSE
Ensuring that HR strategies are formulated to support the Mission and Vision of the Foundation to build a culture where all employees are proud to belong. Reporting to the Chief Operating Officer, the Senior Human Resource Manager will develop the HR strategy in conjunction with the Executive team, and lead the implementation of all aspects of the employee experience as well as oversee the HR Team to effectively manage the employee life cycle, which includes employee benefits and remuneration, complying with relevant legislation, embedding a performance-driven culture, identifying workforce needs, implementing skills and talent development programs.
Minimum Requirements:
Qualifications required:
Minimum Honours Degree in Human Resources Management or related field or equivalent relevant experience
Professional registration such as SABPP (Chartered or Master Professional) advantageous, or any other professional body
Language requirements - Business English
Computer literacy: MS office (Word, Excel, PowerPoint) and HR Information Systems (Payroll, Recruitment and Performance Management)
In-depth knowledge of relevant legislation e.g. BCEA, Labour Relations Act, Employment Equity, POPIA and the application thereof
Experience required:
Minimum 10 years working experience in medium organisations with some NGO experience preferred
Minimum of 5 years at a senior management level
Experience managing payroll and using digital platforms
Ability to use HR metrics to analyse service delivery
Ability to work well under pressure and to meet deadlines
Assertive, presentable and people-oriented
Excellent communication (oral and written) and presentation skills, problem solving and decision-making ability
Ability to drive teamwork and collaboration
Time management, planning and organisational skills
Familiarity with HR trends and best practices
Ability to manage staff and foster teamwork
Ability to manage multiple priorities and deadlines
Ability to innovate to create and implement continuous improvement initiatives
Ability to work well under pressure with minimal supervision
Advantageous:
Masters degree in HR or related field
Experience in healthcare industry is preferred but not essential
Afrikaans, Xhosa or other SA local language advantageous
Change Management experience
Organisation Development experience
Responsibilities:
HR Strategy formulation
Formulate the HR strategies in line with the Foundation long term goals.
Ensuring comprehension and buy in to HR strategy by the business leaders' and other stakeholders.
Communicate the HR strategy to all levels of employees in the company
HR Policy drafting
Draft and present HR policies to Management for review and approval
Formulate policies that are in compliance with the laws of the country and best practices in the industry. Review and discard policies that have been amended or are redundant
Implement processes to manage risk and achieve the HR Department's strategic objectives.
Talent Management
Identify talent in collaboration with managers and put in place policies to support talent development.
Set up a talent retention strategy to ensure there is retention of talent already in the company/attract new talent.
Assist managing exit plan for talent that perform below expectations in collaboration with line management.
Manage Direct Reports:
Provide HR guidance to line managers to be able to make routine decisions.
Provide practical HR solutions to address operations specific requirements.
Manage direct reporting line - 3 x HR Business Partners; 1 x HR Officer.
Drive performance management
Ensure there is robust performance appraisal system in place.
Lead annual and mid-year appraisal process and capture training needs of the employees.
Develop a positive, performance-driven employee culture through promoting employee engagement, recognition of top performers, conducting annual employee engagement surveys.
Support the implementation and management of performance review system and associated processes.
Oversee the development and implementation of succession planning.
Oversee the employee offboarding process ensuring that exit interviews and adequate knowledge transfer documents and handover processes are completed by line managers.
Champion a high- performance culture and support the leadership team and all employees.
Oversee the provision of an adequate Employee Assistance and Staff Wellness Programme
HR reporting
Ensure that all agreed reports are prepared in good time and of high quality.
Share relevant reports at the management level for decision making.
Oversee development and enhancements to the HR Department's operational systems.
Ensure and monitor that all leave processes are accurately recorded, leave liability is managed and necessary information is shared.
Benchmark Compliance
Review employment contracts and functions to ensure alignment with job descriptions and appropriate grading.
Perform annual remuneration and employee benefit industry benchmarking to enable internal equity among employees.
Managing allocated HR budgets with the Chief Financial Officer (CFO).
Ensure that all procedures relating to injuries on duty and Workmen's Compensation are adhered to.
Oversee the Employment Equity Committee, responsible for the annual skills submission and the execution of annual training plans.
Payroll Management.
Recruitment of employees
Ensure that the recruitment is in line with policy and available funding.
Ensure all recruitment adheres with the SA labour law.
Ensure there is diversity in all recruitment and the choices are based on merit.
Identify talent gaps and manage workforce planning.
Develop and implement strategies to identify, attract, and recruit the best talent to meet the organisation's needs.
In conjunction with the HR team members, manage the end-to-end talent acquisition process and onboarding for new staff.
Industrial Relations
Ensure there is a good understanding of industrial relations in the line management through training and information.
Labour disputes are resolved in good time without compromising the company ethics.
Facilitate conflict resolution to ensure a harmonious working environment.
Manage all employee conflict, disciplinary hearings and terminations.
Provide support and guidance to management and other staff when complex or sensitive issues arise.
Drive and monitor correct processes relating to counselling, disciplinary/grievance procedures.
Learning, Training and Development
Work with line managers to identify training needs of their teams. Oversee training needs for new and existing employees.
Design both in-house and with expert third parties, a blended approach to learning such as coaching, classroom learning sessions and action learning.
Oversight of the training budget for the year in collaboration with training committee.
Liaise with possible collaborating institutions to support learning and development of employees.
Develop and implement employee training and skills development programs to improve employee retention, promote career growth, fill talent gaps and enable effective succession planning.
Monitor the execution and ensure accurate recording and reporting of training plans, providing feedback to program participants and management.
Evaluate and make recommendations on training material and methodology.
Assist in the design and apply assessment tools to measure training effectiveness.
Ensure that employee training records are maintained.
Budgetary responsibility:
Prepare the HR budget for the year.
Manage payroll and related expenses.
Final checking and sign off of payroll
Procurement responsibility:
Procurement of goods and services in line with procurement policy guidelines.
