Job Description

Duties and responsibilities:
  • Conduct investigations in respect of on and off-campus crime, student disciplinary and employee relations reported cases.
  • Open dockets in respect of reported allegations of crimes involving both on and off campus incidents.
  • Open enquiries in respect of reported incidents involving both on and off campus incidents.
  • Interview suspects and victims according to Protection Services' Investigations standard.
  • Obtain statements from all relevant parties involved in an incident and or crime situation.
  • Pursue the investigation until a conclusion is reached.
  • Close the docket and or enquiry document after an investigation was concluded in consultation with the Deputy Director: TDICL.
  • Compile an investigation report after the investigation was concluded.
  • Manage stakeholder relationships and liaison in respect of off-campus security operations.
  • Ensure that students residing off-campus are provided with the necessary support to report crime incidents to the SAPS and arrange counselling and social support with the relevant role players as and when required.
  • Maintain relationship with the SAPS and Private Security Companies in respect of off-campus sites and crime issues.
  • Liaise with SAPS Investigators / Detectives for updates regarding reported off-campus cases involving UFS staff and or students.
  • Represent the UFS Bloemfontein Campus at Community Policing Forums, sector policing and off campus safety forum meetings.
  • Maintain a database of key Protection Services stakeholders.
  • Implement an off-campus safety and security plan and a security response plan in co-operation with the relevant role players e.g. SAPS, Armed Response security companies, Municipal Law Enforcement capacity, etc.
  • Ensure that crime hot spots are identified and sensitize the management of Protection Services of the threat and report to the relevant role players for the mitigation thereof.
  • Establish a close working relationship with the student bodies on and off Campus to get more information about occurred cases not reported and reported and involve them in the search for solutions.
  • Facilitate, coordinate and conduct security and crime awareness campaigns for staff and students.
  • Identify threats and collect information on planned crime incidents and stability issues that can impact on the institution and conducting building assessments.
  • Ensure that security vulnerability assessments are conducted as determined or by direction of the Deputy Director: TDICL.
  • Conduct assessments in respect of requests for additional/new security measures as directed by the Deputy Director: TDICL.
  • Identify and detect actual and perceived threats facing the university through the collection of stability related and crime related intelligence.
  • Verify the collected information with other law enforcement agencies in collaboration and consultation with the Deputy Director: TDICL.
  • Sensitize the Deputy Director: TDICL of all collected information to enable proper implementation of security counter measures and to ensure the analysis of all available information via the Protection Services Site Managers.
  • Obtain crime statistics from the local SAPS to determine crime patterns, hotspots and advise the Deputy Director: TDICL accordingly for further analysis and operationalization.
  • Develop and maintain early warning threat detection system to ensure proactive deployment of security counter measures.
  • Represent TDICL in all meetings dealing with events on campus such as varsity cups, graduations, orientations, etc., in the absence of the Deputy Director: TDICL.
  • Assist in the development and implementation of a campus safety response plan.
  • Perform general office administration
  • Submit weekly and monthly reports on activities performed to the Deputy Director: TDICL.
  • Ensure availability and accessibility of all crime related information through the submission of intelligence / information reports to the Deputy Director: TDICL.
  • Ensure availability of physical security assessment reports and submit to the Deputy Director: TDICL for approval prior to dissemination to clients.
  • Ensure availability of incident / crime reports and submit to the Deputy Director: TDICL for approval prior to dissemination to clients.
  • Ensure that reported incidents are captured on CiiMS and escalated to investigations as required.
Inherent requirements:
  • Bachelor's degree or an Advanced Diploma/B.Tech degree/Postgraduate Certificate on NQF level 7 or a 3-year National Diploma on NQF level 6 in Policing/ Security Management/ Forensic Investigations or Criminology.
  • A minimum of two (2) years' work experience in an investigation environment.
  • Valid Grade B, PSIRA registration or willingness to obtain within six (6) months of appointment.
  • Valid driver's license
  • Computer Literacy.
Recommendations:
  • Experience or exposure in the higher education sector.
  • Two (2) to three (3) years' experience in a threat detection / intelligence environment.
  • One (1) years' experience and knowledge in respect of security risk and vulnerability assessments / audits.
  • Honours degree on NQF level eight (8) in the field of policing / forensic investigations / security management and criminology.

- Knowledge of investigative tools and techniques.
- Knowledge of security systems and protocols in respect of private security companies and off-site security operations.
