Senior Manager - Human Resources - Cape TownFull job descriptionROLE OVERVIEWThe Senior Human Resources Manager will work closely with business leaders to ensure HR programs and services support and drive the strategic objectives of RIM. The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for the RIM.QUALIFICATIONS AND EXPERIENCEDegree in HR or equivalentPostgraduate degree (NQF 8) advantageous but not mandatory5-8 years HRM experience of which 5 in a management roleCritical Competencies:Manages Human Resources Management Skills including Labour Relations.Ensures Financial Management including compliance with Supply Chain regulations and Public Finance Management Act.Identify and manages risk Management.Identify and manages Health and Safety ManagementGood planning organisational analytical and decision-making skills.Confidentiality, tact and discretion when dealing with people.Ability to train & Use InitiativeProfessional approachExcellent Administration SkillsReport writingKEY PORTFOLIO AND PERFORMANCE FOCUS AREASxc2xb7 To implement RIM core values, people values and ethics programmes.Plans, directs and organises the analysis, activities, and preparation of human resources systems, procedures, and practices.Establishes human resources procedures and operations consistent with legislative requirements (BCEA, EEA, OHASA, SDA, SDLA) and RIM policies; studies and evaluates current procedures and recommends changes.Serves as liaison with RIM management and staff to discuss and resolve a variety of human resources issues such as staffing, reorganization, policy and rule interpretation and related personnel issues.Conducts research, analysis and studies to address major issues and problems related to human resources and recommends or initiates programs or actions to resolve problems and enhance services. develops databases, gathers and analyses trends and data; prepares reports and formulates recommendations regarding specialized human resources activities.Plans, develops and recommends new or revised human resource policies and programs to meet the operating needs of the RIM and the needs of its employees.Analyses and evaluates the impact of proposed legislation and rule changes; assists in the establishment of institutional human resources policies, rules, and procedures.Develops program proposals and procedures and interprets and applies diverse policies, rules and regulations to maximize the efficiency and effectiveness of Human Resources Department operations.Participates in the planning and development of the Human Resources Departmental budget: reviews and recommends controls to the approved budget.Provides internal/external training both orally and in writing on human resources systems, procedures and practices.Serves on various RIM committees as representative of the Human Resources Department.2. Recruitment and SelectionAttract, retain and motivate staff. Manage the recruitment process and ensure candidates fit the role and company culture. Advertise vacancies, assess applications, interview applicants. Coordinate and manage the orientation of new employees, process probationary reviews, employee evaluations and terminations. Identify skills shortages and where there is need to improve and inform management.Workplace Skills Plan is developed and training registersOrganisation DevelopmentLearning and Development managementEmployment EquitySubmit the Employment Equity Plans within specified timeframes to the Labour Department.Consult and give input into development of employment equity plans.Identify employment Equity quota requirements and advise on status of compliance to targets.Employment Equity Plan is developed and monitored. Action plan is developed to ensure the targets set in the EE plan are met.Employment Equity management3. Employee RelationsReport on the number of disciplinary hearings conducted and the nature of the offences.Employee relations and negotiationsConsult and advise management and staff on Labour relations issues.Ensure awareness on LRA, Basic conditions of Employment Act and all other labour legislation.
