This position is subject to the successful awarding of the programme application by Wits RHI titled Achieving and Sustaining HIV/TB Epidemic Control in the Free State Province funded by USAID
Main purpose of the job:
To manage and oversee Community and Stakeholder engagement (Internal and External) and provide support to the programme in achieving the 95-95-95 targets in the Free State
To further ensure the strategic value, relevance, sustainability and evaluation of community activities is maintained
Location:

Key performance areas:
Stakeholder Management (internal & external) to support the Health System Strengthening Programme
Plan and lead the establishment, sustainability, and effective management of relationships with external stakeholders including DoH, donors, partners, Civil Society Organisations, Municipalities, and facility governance structures
Lead senior representation of the Health Programs on external forums/working groups in Free State Province.
Oversee coordination of programme activities with external agencies such as public health, civil society, NGO partners, regulatory bodies, donor monitoring and auditing agencies and others, as necessary.
Communicate, promote, and support the implementation of Wits RHI Health Programs strategy at all DOH levels within the Free State Province
Oversee support of Wits RHI Health Programmes in the engagement of DOH for implementation of Donor funded Community Programmes and Research activities to be in line with the DOH policies and procedures
Coordination and Communication across internal Programme streams (internal)
Oversee the planning and coordination of the Wits RHI teams on stakeholder engagement issues, ensuring that communication between and across the teams is optimal and that program activities are coordinated and leveraged across the province
Oversee coordination across programme streams on Stakeholder Engagement issues
Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting to provincial, DMT, PEPFAR, and facility DOH managers.
Maintain close communication with the Wits RHI Communications team to achieve effective Wits RHI media coverage on implemented programmes within the DOH, Municipalities and Civil Society
Develop and effectively manage relationships with relevant Wits RHI structures
Administration
Manage and direct the Community and Stakeholder Engagement personnel within the districts and monitor performance
Support administrative processes related to recruitment and retention to support and monitor staff scale-up related to achieving the 95-95-95 and NSP 2023-2028 targets
Lead and coordinate the implementation of additional projects or requests for information emanating from PEPFAR(USAID) and Wits RHI Health Programmes at provincial, district, sub-district, local, and civil society levels.
Support financial management and control as related to the above Human Resources and other activities
Stakeholder management (internal and external)
Act as the first point of contact for APACE M&E for stakeholders, donors and internally where appropriate
Provide M&E support for RFAs (when applicable)
Contribute to the preparation for donor evaluations/audits of Wits RHI (when applicable)
Support district with target-setting initiatives
Staff management
Attend to all staffing requirements and administration
Manage line reports in keeping with Wits RHI policies and procedures
Plan, convene and produce reports for monthly one-on-one meetings with supervised staff to monitor performance and support
Attend to all staffing requirements and administration
Oversee the duties of subordinates to ensure optimal staff utilisation and maintenance of sound labour relations
Plan, organise and lead staff performance assessments
Identify substandard performance by team members and plan and implement necessary corrective action
Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
Promote harmony, teamwork and sharing of information
Provide day-to-day support to district-based staff
Required minimum education and training:
Degree in Nursing or Social Sciences or other relevant Degree
Master's in Public Health
Required minimum work experience:
5-10 years of management experience within DoH and donor-funded public health or private health care programme with 3 years at the senior management level
Professional body registration:
HPCSA and/or SANC
Desirable additional education, work experience and personal abilities:
Qualification or training in monitoring and evaluation systems
Qualification or training in information systems or health management information systems
Experience working in a donor-funded environment and thorough knowledge of PEPFAR reporting systems
Specialized knowledge and demonstrated expertise in the area of monitoring and evaluation and data management
Demonstrated leadership, management and change management abilities, including the ability to manage a diverse team
Demonstrated history of influencing positive change with external stakeholders, and developing and maintaining relationships at all levels of Wits RHI and partner organizations
Positive, energetic team leader with an ability to adapt to complex situations, manage stress, and deliver goals pro-actively
Organized with a thorough and accurate approach to work
Attention to detail
Demands of the job:
Local, Regional and National travel will be required
Work can be highly demanding and pressurized, and requires flexibility, management, training, and leadership experience
Communications and relationships:
Maintain effective working relationships with Senior Management and Wits RHI staff at all levels
Communicate effectively with all external stakeholders such as donors, the Department of Health (DoH), media, medical and academic institutions, community and other partner organisations
