Duties and Responsibilities
Functional Management
Compile, manage and implement all government and legal Monitoring and Evaluation strategies, frameworks and regulations for the organisation.
Develop an appropriate reporting system for the collection of organisational performance information across the SABS.
Develop a monitoring and evaluation plan which includes goals, assessment, MIS, tools and systems development and implementation of training and awareness programs aimed at achieving the strategic objectives of the SABS.
Continuously review and identify risks in the performance management information of the SABS in order to proactively address risks and shortcoming with business.
Investigate and compile comprehensive Monitoring and Evaluation reports for various stakeholders namely:
Analyse, compile and provide quarterly reports, as per the Shareholder Compact, for the Accounting and Executive Authority
Evaluate performance management information and provide recommendations for improvement. Conduct awareness campaigns and initiatives on performance management and scorecard cascading within the organisation.
Maintain a register of reported performance management or scorecard issues to be addressed accordingly.
Lead research to establish monitoring and evaluation practices in an effort to optimise service delivery to the business.
Utilise performance management intelligence to diagnose potential organisational problem areas and advise business accordingly.
Promote and maintain a culture of performance awareness and accountability by initiating campaigns and training.
Ensure the enforcement of related regulatory requirements governing monitoring and evaluation.
Design, evaluate, maintain and implement monitoring and evaluation frameworks, procedures and guidelines.
Analyse and develop best practice performance management processes for the business and provide relevant solutions to improve organisational performance and service delivery.
Risk and Compliance Management
Assist in identifying and adhering to business unit fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks
Support and provide evidence to all internal and external audit as well as regulatory requirements of the business unit.
Maintain quality risk management standards in line with regulatory requirements.
Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity of the business unit.
Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
Stakeholder Management
Build and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation's reputation.
Represent and participate in the organisation's committees and tasks teams when required.
Convene and attend meetings and present relevant information stakeholders when required.
Ensure the provision of excellent customer service.
Resolve queries and problems within span of control and within agreed time frames.
Follow up on unresolved queries and complaints where required.
Liaise with relevant stakeholders regarding follow-up of information, as required for tender requests.
Provide subject-matter advocacy and expertise to all relevant stakeholders.
