Job Title: Specialist: Voluntary DisclosurePosition Reports to: Business Area LeadDivision: Taxpayer Engagement & OperationsLocation: Head Office- KhanyisaAdvert Closing Date: 26 February 2025About the PositionThe Voluntary Disclosure unit situated in Brooklyn, Pretoria has an opportunity for skilled individuals driven by the SARS Strategic Intent and Vision 2024. Our mandate is to ensure optimal compliance with tax legislation. We do this through fostering a culture of Voluntary Compliance and by making it easy for taxpayers and traders to comply with their legal obligations. SARS is seeking to employ highly skilled, experienced, results driven, self-motivated Specialists with sound judgement and strong business acumen who will contribute towards our higher purpose and service orientation. The successful candidates will need to have sound experience dealing with complex, integrated and specialised tax cases. You must possess specialised knowledge and experience in interpretation of Tax laws, and understanding of tax driven structured products. The ability to analyse data and identify areas of potential applicants.Job PurposeTo provide - Voluntary Disclosure Programme service by applying creative and contextual analysis/diagnosis, identifying risks, and enabling the granting of relief for voluntary disclosures across all applicable areas of law or legislation. To issue non-binding private opinions. To provide inputs and solutions to various legal and tax technical matters experienced within the Division. To analyse applications data, rulings and court outcomes for potential avenues of increasing compliancy via new avenues of VDP applications.Education and ExperienceMinimum Qualification & Experience RequiredBachelor's Degree (LLB) (NQF 7) in Law, and 8-10 years' experience in Tax Disputes or Tax Litigation or Structured Tax products or Tax Interpretations/Rulings of which 3-4 years is at operational specialist level.ORSenior Certificate (NQF 4) and 15 years related experience in Tax Disputes or, Tax Litigation or Structured Tax products or Tax interpretations/Rulings, of which 3-4 years is at operational specialist level.Job Outputs:Process

  • Analyse and make recommendations about improvements to specialist systems, procedures and associated areas of practice.
  • Conduct assessments and use information to advise, make recommendations and facilitate improvements.
  • Develop a single practice area in alignment with operational activity and procedural frameworks and ensure tactical implementation.
  • Draw on own technical or professional expertise, knowledge and experience to identify and recommend tactical solutions to defined problems in practices.
  • Integrate business information, compare, analyse and produce reports to identify trends, discrepancies and inconsistencies for decision making purposes.
  • Investigate and analyse tax disclosures including complex, integrated, structured and or high-profile tax disputes requiring both specialised and broad based knowledge
  • Negotiate and finalise tax disclosure applications including complex and or high-profile cases.
  • Optimise goal achievement through tactical strategy implementation and optimisation of practises, processes and systems across an internal value chain.
  • Plan for value-added, continuous practice and system improvements to deliver on objectives to enhance tactical implementation and excellence.
  • Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives best practice and implementation of solutions.
  • Translate top-down policy in relation to own practice area and communicate impact to relevant stakeholders.
  • Consider no name voluntary disclosures, analyse, interpret and issue non-binding private opinions.
  • Consider applications data, SARS rulings and Court Judgements amongst others, to increase application inflow.
