These Mentor Mothers deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people - all with the aim of building a fairer, healthier future. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. For more information, visit www.m2m.org Job TitleStrategic Information ManagerOrganisation Levelsmothers2mothers -> m2m South Africa -> ProgrammesLocationPretoria - , ZA (Primary)Type of positionFixed Term ContractEducationDegreeClosing Date6/9/2024The USAID South Africa ACCELERATE 1 (TB High Burden) Project, for which mothers2mothers (m2m) is a sub-awardee under the Aurum Institute, aims to accelerate TB elimination through targeted technical support at the national level and tailored technical and direct support at the provincial and district levels, within communities and respective health care facilities where the TB burden is high, namely Gauteng (Tshwane and Sedibeng districts), and KwaZulu- Natal (Amajuba and uThukela districts).The Strategic Information Manager will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead Activity efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of Activity, which may include overseeing support to community teams to monitor, document and analyse the performance trends of the said project and ensure good data quality. S/he will liaise with relevant technical advisors, counterparts responsible for district and provincial level strategic information and monitoring, evaluation.This position is based in Gauteng, Pretoria.Key Performance Areas:Planning and Implementation of the Routine M&E System:Develop and adapt the project M&E system in line with the Acc 1 project priorities and organisational M&E frameworkManagement of project specific M&E Framework and Plan including systems requirementsManage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/managementFacilitate data utilisation including guiding routine project performance monitoring ensuring provision of analytical data to inform effective QA/QIProvides leadership, management and oversight of development of M&E guidance, SOPs, tools and materials related to the routine M&E systemLiaise with external and internal stakeholders in developing and documenting the routine SI system inclusive of, but not limited to a results framework, indicator list (including operational definitions), a Data Flow Diagram, reporting schedule and reporting templates, routine SI Tools, a Data Management System, as well as Data Quality Audit tools and processes.Coordinate project operations research & publications portfolio in collaboration with Country Representative and Senior Programme Manager as well as the project teamEnsures country level M&E plans are consistent with organizational M&E planning and prioritiesWorks as integral member and contributes to other interdisciplinary initiativesManages and oversees quality of M&E system development for the projectsIdentify and address data collection and reporting challenges in each m2m supported country.Ensure high quality data generated from M&E system within and across all project sitesEncourage data use for decision making by all levels of program staff.Identify available additional data sources (District/MOH data, etc) for episodic collection or integration into routine data collection system.Lead development and implementation of M&E work plans.Development of M&E guidance, SOPs, tools and performance monitoring, planning, resource mobilisation, strategic positioning and programme design.Design, implement and oversee tailor-made digital reporting systems for multiple stakeholders using a DHIS2 platform.Lead and support monthly data quality reviews and provide systematic feedback to all stakeholders to ensure that standards of the highest data quality are maintained.Performance Management, Learning & Development:Oversight & development of M&E technical expertise for project team to ensure adequate capacity to support project activities.Maintains regular communication with all m2m supported in-provinces through email and visits.Lead M&E training and capacity building efforts among M&E and SI staffProvides technical support, guidance and input to HR and line managers for the recruitment, orientation and ongoing performance review of M&E staffPrepare performance management plans for all the M&E staff in line with the strategic objectivesManage project M&E team ensuring adequate staffing and capacity.Coach staff, to develop a well-supported, high performing, and efficient team.Job RequirementsQualifications and Experience:Qualifications:Bachelors degree in public health, epidemiology, social science, monitoring & evaluation, demography, biostatistics, statistics, analytics, or a related field.Experience:Monitoring & Evaluation: Minimum of 8 years of experience in designing, establishing, and managing monitoring and evaluation (M&E) systems, with a focus on ensuring data quality and managing data-intensive, performance-based programs.Technical Expertise: Proven ability to serve as a senior technical specialist and subject matter expert in data analytics.Data Management: Demonstrated experience in robust data extraction from internal and external information systems and managing databases with large user bases.Analytical Tools: Proficiency in complex data analytics using DHIS2, Tableau, Power BI, Microsoft Excel, STATA, and/or other Business Intelligence tools.Training & Capacity Building: Experience in training and capacity building in strategic information (SI), including curriculum development, data collection (using mHealth), data auditing, data cleaning, analysis, and reporting.Digital Health: Experience in digital health initiatives and TIER.Net reporting and analysis.Data Visualization: Expertise in preparing high-quality data visualizations and portraying complex data sets in understandable formats.Data Quality: Ability to conduct complex data quality analyses and provide actionable recommendations.South African Health Systems: In-depth knowledge and experience with South Africas health and social service information systems and M&E processes, particularly related to performance-based reporting.GIS & Mapping: Working knowledge and experience in using GIS mapping and similar tools for targeting program interventions and resources.Communication Skills: Strong written, presentation, and communication
