Background:
mothers2mothers (m2m) is an African NGO that employs women living with HIV as Community Health Workers. These Mentor Mothers deliver health services at clinics and in communities across 10 African nations. Since 2001, we have reached nearly 15 million people with health services, created almost 12,000 jobs for women living with HIV, and helped to prevent over 4.3 million HIV infections. Now, we are evolving into a primary healthcare organisation, using our proven, peer-led model to tackle new health challenges and reach more people, all to build a fairer, healthier future. To maximize our impact and extend our reach to underserved populations, m2m collaborates with a diverse team of health professionals, including Peer Mentors, counsellors, and nurses. Our approach is bold and inclusive, ensuring no one is left behind. For over two years, we have successfully implemented our hybrid peer and allied model in Lesotho, working alongside nursing cadres, health facility managers, and district health offices to meet comprehensive health system requirements. Central to our strategy is Human Resources for Health (HRH), which drives our commitment to effective leadership and governance through collaborative partnerships. Together, we focus on enhancing service delivery, managing medicines and supplies, optimizing management information systems, and more, aiming to make a meaningful impact in the communities we serve. One of the key programmes that m2m focuses on is TB prevention, care, and treatment. Under our PHC work, TB remains a priority to us with several of our HIV-positive clients needing TB prevention, care and support interventions, especially in TB-endemic countries.The Consultancy:
m2m is seeking to contract one consultant to develop an adaptable program framework and toolkit for the TB programme. This will be based on lessons learnt from the TB projects currently running in South Africa and Lesotho.Key Deliverables: * Conduct a scoping review for TB programming in 12 m2m countries, in the lens of WHO and other global TB framework

  • Develop an adaptable programme framework for TB. This will include reviewing available documents especially related to the TB Accelerate project in South Africa and the TB care project in Lesotho
  • Collate existing materials for m2m TB projects as the first step to the adaptation of a comprehensive TB programme toolkit
  • Develop/adapt Programme implementation guidelines for Peer Mentors and allied health workers
  • Develop standard operating procedures for each cadre by service to ensure quality delivery of clinical and non-clinical services program tool kit
  • Develop quality assurance and quality control protocols
  • Develop indicator framework and M&EL plan for m2m's TB programme
  • Conduct dissemination workshop (s) as will be agreed upon with the liaison officer
Job RequirementsWe are looking for a consultant with the following profile(s):
  • Minimum qualification: postgraduate qualification in Public Health/Health-related Sciences, social sciences. A Bachelor's degree in medicine would be an added advantage.
  • At least 8 years' experience in Primary health care, HIV & TB programming in sub-Saharan Africa with demonstrable experience in designing health
  • Experience in working with Ministry of Health, and implementing partners to design, implement and monitor TB programmes
  • Experience working with diverse groups of stakeholders
  • Excellent communication and writing skills

Duration: the consultancy will be conducted 66 days
Fee: the consultant(s) will be remunerated at a competitive international consultancy rate.
