  • This position is subject to the successful awarding of the program application by Wits RHI titled Achieving and Sustaining HIV/TB Epidemic Control in the Free State Province funded by USAID
Main purpose of the job:
  • To lead the formulation of the technical strategy in line with the Programme and organizational objectives and oversee the technical direction relating to the project at an organizational level
  • The Technical Advisor for Clinical Service and Health Systems Strengthening plays a pivotal role in providing strategic guidance, technical expertise, and support to healthcare programs focused on enhancing clinical services and strengthening health systems

Key performance areas:

Technical strategy and guidance (Clinical and HSS)
  • Support the COP and other WITS RHI Key Personnel and Senior Managers in providing leadership and strategic direction for the effective implementation of the WITS RHI program
  • Develop and implement strategies to improve clinical service delivery and health system performance
  • Develop or implement a program strategy within national and international guidelines
  • Provide high-level coordination of Health System Strengthening (HSS) activities of both Technical and District Teams
  • Provide strategic leadership for Wits RHI technical support in the implementation of DoH policies related to HSS
  • Communicate the Wits RHI program strategy to all relevant stakeholders
  • Conduct project visits as needed and review project assessments to evaluate progress on implementation plans
  • Identify program performance gaps and support district teams to develop and implement quality improvement projects
  • Lead meetings with specialist teams and other stakeholders
  • Compile monthly, quarterly, annual, and ad hoc reports according to program requirements
  • Participate in the development of an external strategy at district, provincial, national, and international levels
  • Regularly track program data and performance to inform changes in strategy and/ or program implementation across the program
  • Ensure that the technical strategy is aligned to, and informed by, program data and program targets
Stakeholder management (internal and external)
  • Act as a point of contact for the relevant clinical and Health systems strengthening area for the DoH, partner organizations, donors, and internal stakeholders where appropriate
  • Communicate with all levels of Wits RHI staff about HSS and clinical inputs and outputs
  • Build and maintain partnerships with healthcare organizations, and communicate with local, regional, and international collaborators and stakeholders
  • Provide feedback to internal and external stakeholders
Capacity building
  • Identify the training needs jointly with the DOH Regional Training Centres
  • Design and deliver training programs for healthcare providers and staff to enhance clinical skills and competencies
  • Facilitate workshops and seminars on health systems strengthening, quality improvement, and patient-centered care
  • Mentor and coach both DOH and Wits RHI teams to ensure effective implementation of clinical protocols and practices
Program development and evaluation
  • Collaborate with program managers from the districts and relevant stakeholders to design and implement clinical services interventions and initiatives
  • Provide technical assistance for resource allocation in clinical services and health systems strengthening
Staff management
  • Attend to all staffing requirements and administration.
  • Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relations.
  • Set and review work plans.
  • Perform and facilitate performance development and assessments.
  • Identify substandard performance by team members and take necessary corrective action.
  • Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization.
  • Promote harmony, teamwork, and sharing of information.
Research, Administration, and Innovation
  • Stay abreast of emerging trends, innovations, and evidence-based practices in clinical service delivery and health systems strengthening
  • Conduct or support research projects and contribute to the development of Wits RHI publications, case studies, and policy briefs
  • Identify opportunities for innovation and integration of technology in healthcare delivery and health systems management
Donor reporting and Compliance
  • Coordinate donor reporting, including quarterly Joint Programme Planning Meetings with District teams, M&E, and finance teams
  • Lead the development of the annual work planning process in close collaboration with COP, Key Personnel, USAID, Department of Health, and project partners
  • Coordinate reports on key achievements, challenges, and any anecdotal success stories as requested by the donor or Wits RHI
  • Support the writing and/or review of technical components of materials and publications related to WITS RHI
  • Support the dissemination of publications, best practice reports, and key technical documents that emanate from supported projects and programs
  • Ensure compliance with USAID operational policies and regulations so they are aligned with the technical strategy
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Comply with requests for information emanating from USAID/PEPFAR
  • Coordinate and/or participate in grant writing and development to source additional funding related to outputs in key program focus areas
Required minimum education and training:
  • MBBCh, Masters or Postgraduate qualification in Public Health
Required work experience:
  • A minimum of 5 - 10 years of experience in expanding access to essential comprehensive HIV and AIDS services and a minimum 3 - 5 years of senior management experience of complex projects.
Professional body registration:
  • HPCSA
Desirable additional education, work experience, and personal abilities:
  • This position requires a deep understanding of clinical practices, healthcare management, and health systems dynamics, along with the ability to navigate complex environments and collaborate with various stakeholders
  • Post-graduate qualification in HIV management. Demonstrated leadership, management, and change management abilities, including the ability to manage a diverse team
  • Demonstrated a history of influencing positive change with external stakeholders and developing and maintaining relationships at all levels of Wits RHI and partner organizations
  • Positive, energetic team leader with an ability to adapt to complex situations, manage stress, and deliver goals proactively
  • Organized with a thorough and accurate approach to work
  • Attention to detail
Demands of the job:
  • Regional travel is mandatory
  • National and international travel and overtime may be required from time to time
  • Must be contactable after working hours
  • May be required to work at sites that are under-resourced and operate in a highly pressurized environment
Communications and relationships:
  • Maintain effective working relationships with Senior Management and Wits RHI staff at all levels
  • Communicate effectively with all external stakeholders such as donors, the Department of Health (DoH), media, medical and academic institutions, the community, and other partner organizations
