Job Description


Tender and Contract ManagementEach of the CAR (Core Application Refresh) projects have two phases, with the first being a tendering phase in order to create a procurement vehicle to secure a solution and to appoint a Systems Implementer (SI). This procurement vehicle comes in the form of a tender which after award becomes a contract. Tenders and contracts within the City, as for any local, provincial or national government entity must adhere to and be compliant to Supply Chain Management policies and regulations. Required responsibilities and competencies to perform tender and contract management tasks are as follows: * Networking

  • Facilitating and project management of the implementation of local government IT services and goods projects and tenders within the City part of the CAR digital transformation programme.
  • Build up and maintain internal and external networks of business contacts and subject matter experts responsible for ICT-related technologies, methods, associated processes and projects.
  • Be at breast with relevant local regulation and policies including MFMA, PPPFA and SCM Regulation and relevant government procurement.
  • Ensure compliance with Municipality policies (SCM Policy) and Project Management Methodology for all projects and tender projects.
  • Business and Technology Acumen
  • Execution of the program governance model through ownership, accountability and leading technology workgroups, project detail design sessions and steering committee meetings and actively participate in Technical Advisory Committees.
  • Display understanding, apply knowledge and capture through appropriate medium ICT-related technical requirements emanating from the CAR Program and from engagements through the governance model for specific projects assigned to.
  • Implement an active research strategy providing timely and current information about the technologies, methods and associated processes.
  • Use systems analysis principles to fully understand the technologies, methods and associated processes together with their functional business outcomes.
  • Technical Requirement Specifications
  • Develop and maintain an overall conceptual design of the main technologies, methods and associated processes within CAR Programme and from engagements through the governance model for specific projects assigned to.
  • Engage, coordinate and collaborate with all project stakeholders including business units, IT operations teams as well as internal and external Subject Matter Experts (SME) to capture and maintain a repository of the main technologies, methods and associated processes within CAR Programme and specific projects assigned to .
  • Engage, align and collaborate with the Architecture & Governance branch within the City as it relates to technology landscape and standards information emanating from the CAR program.
  • Transacting - Ensure and maintain accuracy and currency of information, make accessible on centralised platform and appropriately transact with all stakeholders as part of clearinghouse role fulfilment.
  • Procurement Value Chain
  • Coordinate formulation, moderation and sign-off by tender owner of technical specifications in compliance with the Supply Chain Management policy, associated statutory guidelines and relevant industry standards.
  • Managing projects through the project life cycle from initial stakeholder engagement, through user requirements and specifications definition, the go to market and evaluation process, award of a contract and go-live and contract hand-over to operations.
  • Serve as subject matter expert (SME) towards formulation and finalization of tender specifications and requirements, pricing schedules and contract management performance criteria
  • Serve as subject matter expert (SME) towards formulation and finalization of evaluation frameworks for solutions, services and technologies as well as methods to evaluate pricing of tender responses.
  • Ensure quarterly and annual targets for responsible tenders are aligned to the overall CAR Programme KPA#s and IS&T SDBIP by contributing to the overall development of these targets.
  • Ensure that the quarterly and annual targets, for responsible tenders, are achieved in line with tracked deliverables and milestones for the various stages of the procurement processes i.e. Specification submission, Tender Advertisement, BSCs and BECs, Section 33 Process etc.
The Project Management and Tender & Contract Management services in-scope for this role that requires the Service Provider to offer highly experienced technical delivery project management resources who are specialists in their field of expertise, to project manage the following project:
  • Core Financial and Operations ERP Systems (CORE)
