Tetra Tech International Development ( ) is currently accepting expressions of interest for various potential technical specialist positions for an anticipated USAID-funded program in Southern Africa. These positions will be based in Southern Africa.Position Description/Summary: The five-year USAID Southern Africa Resilient Water II is a follow-on to USAID Southern Africa Resilient Waters, which is ended in December 2023. The activity will focus on building more resilient and water secure Southern African communities and ecosystems through improved management of transboundary water and natural resources.Various Technical Specialists will provide technical and management leadership and contributions to activities within their field of expertise to achieve project outcomes. These would be full-time positions based in Southern Africa and potentially in SADC representative countries (Angola, Botswana, Namibia, South Africa, and Mozambique).Tetra Tech seeks candidates specialized in the following areas:Sustainable Finance Specialist: Southern Africa experience in mobilizing sustainable finance to build more resilient and water secure communities and ecosystems. Experience in designing and implementing programming related to accessing finance modalities, working closely with governments, project developers and private sector to assess finance gaps and opportunities, and building the capacity of governments and other actors to engage with climate funds.Transboundary Water Governance Specialist: Southern Africa experience harmonizing approaches to transboundary water governance. Deep comprehension of the political, social, economic, and administrative dimensions of transboundary water governance. Experience developing activities to improve water governance at transboundary levels, to strengthen water and food security while enhancing environmental and social resilience. Specifically looking at ways to operationalize effective policies, approaches, and mechanisms to achieve results through the inclusion and engagement of all stakeholdersTransboundary Natural Resource Management Specialist: Southern Africa experience in facilitating cooperation across international boundaries to improve the management of natural resources to the benefit of all relevant stakeholders. Collaborate with influential regional stakeholders and coordinate multi-agency responses to promote regional integration of sustainable resource management objectives. Expertise in fostering dialogue and building collective responses among diverse coalitions of actors, contributing to the improved transboundary natural resource management in Southern Africa.Knowledge Management/Collaborating, Learning and Adapting (CLA) Lead: Experience providing guidance, technical leadership, and technical oversight to deliver high quality and innovative CLA services. Experience in data generation and integrity, evidence-based learning, adaptive management, and knowledge management for international development programs. Facilitate the development of learning agendas and lead tasks to institutionalize cross-border collaboration and learning activities.Gender Equality and Social Inclusion (GESI) Specialist: Southern Africa experience promoting equity and inclusion for underrepresented groups including women, youth, and indigenous peoples within water and natural resource management. Experience with mainstreaming GESI into activity design, supporting capacity building and institutional strengthening, and facilitating inclusive dialogue and coordination approaches across a broad coalitions of actors.Minimum Qualification Requirements:

  • Minimum of a Masters degree (or equivalent) in a relevant discipline is required;
  • At least seven (7) years of experience in the respective field of technical expertise; preferably in building more resilient and water secure communities and ecosystems through improved management of transboundary natural resources, and working on large donor funded projects;
  • Experience designing and implementing programming related to water and natural resource management, biodiversity, climate change adaptation, public-private partnerships, and/or climate and environmental resilience;
  • Proven track record collaborating with a diverse array of stakeholders and fostering collaborative learning and adaptive management, and social inclusion with women, youth, indigenous and other vulnerable populations;
  • Experience working in SADC countries required;
  • Professional fluency in English required. Professional fluency in Portuguese is an advantage.
