Job Summary My client is seeking a Technology Lead with 12+ years of management experience in an ICT and/or Telecoms IT and Network environment, of which at least 5 years in a Senior Executive capacity. This individual will be responsible to drive, review and optimise for Mozambique, Tanzania, Lesotho DRC. This is a 12 month contract. Support creation development of infrastructure joint venture Special Purpose Vehicles (SPVs) across company markets SPV Technology Strategy, Architecture, and Operating model design for the company which will offer both passive Tower infrastructure as well as Rural Network as a Service networks in countries that have a positive business case Source, drive, and negotiate strategic partnerships vendors, investors, and customers Support the Establishment of a Programme Management Office for infrastructure development Support the resourcing of Group and in-market SPV teams (headcount resources) Alignment with Group technology strategy and supply chain processes University Degree such as BSC in Telecom and/or IT as a minimum (preferably postgraduate) MBA or similar management qualification is advantageous. 12+ years of management experience in an ICT and/or Telecoms IT Network environment, of which at least 5 years in a Senior Executive capacity. Proven experience and track record of managing medium to large telecoms operations, compiling budgets, designing operating models, and executing strategic projects. Effective management of a complex and large organisation of professionals providing leadership, problem-solving, and decision-making. Deep knowledge of mobile and fixed technologies (standard and non-standard) across the Consumer and Business customer base. xc3x82 the Planning: Drive, Review, and optimise for Mozambique, Tanzania, Lesotho DRC. Compile a view of existing network infrastructure for NLD/Metro/FTTH/FTTB/FTTS Facilitate network plans based on agreed criteria for inputs into the business case SPV network deployment plans End-to-end network architecture for Backhaul and FTTx across network, IT, Cyber, NOC Optimal business structure, Partnership, and resourcing plans Human resourcing structure for the SPVs BNG/OLT/ONT Dimensioning Prepare the scope of work required for RFP and facilitate RFPs with SCM for POC and wider scale deployments Facilitate due diligence of existing network infrastructure Prepare specifications of infrastructure required for the company to be used in RFPs for both urban and rural areas Ensure network plans align with the business case and inputs used are well benchmarked and realistic. Execution: Support implementation/execution of plans Prepare a managed service strategy to be adopted post-go-live Prepare a SOW for managed services to plan, build, and operate for the first 3 years Legal and Regulatory: Input into detailed Stakeholder engagement plan, Engage with Regulators and, secure licenses Support legal with Shareholder agreements, Master lease agreements, and all related legal drafting. Governance: Regular steering committees in the business-critical areas EXCO updates Scope: Phase 1 markets (12 months): DRC Support and Coordinate to establish a blueprint Mozambique Tanzania Lesotho strategy Phase 2 markets (+12 months): Ethiopia, Kenya, EgyptTalentCruRecruiter
